    1                        A bill to be entitled                      
    2         An act relating to state employee salaries; defining
    3         the term “state employee”; requiring a competitive pay
    4         adjustment for state employees as of a specified date;
    5         requiring an appropriation; providing an effective
    6         date.

    8  Be It Enacted by the Legislature of the State of Florida:
    9  
   10         Section 1. Competitive pay adjustment for state employees.—
   11         (1) For purposes of this section, the term “state employee”
   12  means employees of all branches or agencies of state government
   13  holding salaried positions who are paid by state warrant or from
   14  agency funds and who work or are expected to work an average of
   15  at least 30 hours per week or employees paid from regular salary
   16  appropriations for 8 months’ employment. The term does not
   17  include employees who are paid from other-personal-services
   18  funds.
   19         (2) Effective July 1, 2016, each state employee shall
   20  receive a competitive pay adjustment increase of 3 percent on
   21  the employee’s June 30, 2016, base rate of pay.
   22         (3) The Legislature shall appropriate funds necessary to
   23  implement this section.
   24         Section 2. This act shall take effect July 1, 2016.
