       The Committee on Appropriations (Montford) recommended the
       following:
       
    1         Senate Substitute for Amendment (803616) to Amendment
    2  (741272)
    3  
    4         Delete lines 1310 - 1311
    5  and insert:
    6  as determined by the Auditor General, shall be subject to
    7  sanctions. If the Auditor General determines that the cost per
    8  student station overage is de minimus or due to extraordinary
    9  circumstances, outside of the control of the district, the
   10  sanctions shall not apply. The sanctions are as follows:
