       The Committee on Fiscal Policy (Bradley) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete line 231
    4  and insert:
    5  permits per calendar year; however, the director of the division
    6  may issue more than three permits per calendar year to a
    7  municipality or county so long as such permits are for those
    8  events that have been authorized by a majority vote from the
    9  governing body of the municipality or county at a duly noticed
