Senator Brandes moved the following:
1 Senate Amendment to Amendment (420294) (with title

4 Between lines 347 and 348
5 insert:
6 Section 6. Subsection (25) is added to section 1002.20,
7 Florida Statutes, to read:
8 (25) FISCAL TRANSPARENCY.—A parent has the right to know
9 the average amount of money estimated to be expended from all
10 local, state, and federal sources for the education of his or
11 her child, including operating and capital outlay expenses. By
12 December 31 of each year, the department shall publish on its
13 website from each school district’s annual financial report,
14 expenditures on a per FTE basis for general, special revenue,
15 debt service, and capital project funds and a total of such
16 expenditures. Fiduciary, enterprise, and internal service funds
17 may not be included. By December 31 of each year, each school
18 district shall publish the school district’s funding information
19 in the same format on its website. With the exception of
20 expenditures from debt service and capital project funds, the
21 same information regarding the specific school shall be made
22 available to students on each school’s website, provided to
23 parents in the school financial report, and published in the
24 student handbook or a similar publication.

30 amending s. 1002.20, F.S.; providing the right of a
31 parent to know an estimated amount of money expended
32 for the education of his or her child; requiring the
33 Department of Education to annually publish certain
34 financial information on its website by a specified
35 date; requiring each school district to publish
36 certain financial information on its website by a
37 specified date; requiring certain financial
38 information to be published on each school’s website,
39 provided in the school financial report, and
40 authorizing the information to be published in the
41 student handbook or a similar publication;
