       recommended the following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 839 and 840
    4  insert:
    5         Section 23. Section 717.138, Florida Statutes, is amended
    6  to read:
    7         717.138 Rulemaking authority.—The department shall
    8  administer and provide for the enforcement of this chapter. The
    9  department has authority to adopt rules pursuant to ss.
   10  120.536(1) and 120.54 to implement the provisions of this
   11  chapter. The department may adopt rules to allow for electronic
   12  filing of fees, forms, and reports required by this chapter. The
   13  authority to adopt rules pursuant to this chapter applies to all
   14  unclaimed property reported and remitted to the Chief Financial
   15  Officer, including, but not limited to, property reported and
   16  remitted pursuant to ss. 43.19, 45.032, 732.107, 733.816, and
   17  744.534.
   18         Section 24. For the 2016-2017 fiscal year, the sum of
   19  $500,000 in recurring funds from the Insurance Regulatory Trust
   20  Fund is appropriated to the Department of Financial Services,
   21  and one full-time equivalent position with associated salary
   22  rate of 50,000 is authorized, for the purpose of implementing
   23  this act.
