Specialty License Plates; Revises presale specialty license plate voucher requirements; prohibits development of new plates except under certain circumstances; provides requirements for issuance of such plates; deletes & establishes annual use fees for certain plates; revises provisions for discontinuing plates; provides for payment & distribution of fees for discontinued plates; provides exception to requirement that certain fees & interest be expended only for use in this state; revises design of, deletes provisions relating to, revises distribution of proceeds from sale of, & directs DHSMV to create certain plates.
