       (Brandes) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 339 - 342
    4  and insert:
    5  specific appropriation as provided by law. Contracts shall be
    6  awarded by the Department of Corrections on a first-come, first
    7  served basis up to the maximum appropriation allowable for this
    8  purpose.
