1 A bill to be entitled
2 An act relating to specialty license plates; amending
3 s. 320.08056, F.S.; establishing an annual use fee for
4 the Orlando United license plate; amending s.
5 320.08058, F.S.; directing the Department of Highway
6 Safety and Motor Vehicles to develop an Orlando United
7 license plate; providing for distribution and use of
8 fees collected from the sale of such plates; providing
9 an effective date.

11 Be It Enacted by the Legislature of the State of Florida:

13 Section 1. Paragraph (ffff) is added to subsection (4) of
14 section 320.08056, Florida Statutes, to read:
15 320.08056 Specialty license plates.—
16 (4) The following license plate annual use fees shall be
17 collected for the appropriate specialty license plates:
18 (ffff) Orlando United license plate, $25.
19 Section 2. Subsection (84) is added to section 320.08058,
20 Florida Statutes, to read:
21 320.08058 Specialty license plates.—
22 (84) ORLANDO UNITED LICENSE PLATES.—
23 (a) The department shall develop an Orlando United license
24 plate as provided in this section and s. 320.08053. The plate
25 must bear the colors and design approved by the department. The
26 word “Florida” must appear at the top of the plate, and the
27 words “Orlando United” must appear at the bottom of the plate.
28 (b) The annual use fees from the sale of the plate shall be
29 distributed as follows:
30 1. Seven percent shall be distributed to the Mental Health
31 Association of Central Florida, Inc., to be used for marketing
32 of the license plate.
33 2. Thirty-one percent shall be distributed to the Mental
34 Health Association of Central Florida, Inc. Of this amount, up
35 to 5 percent may be used for administrative expenses, and the
36 remainder shall be used to offer free personalized counseling to
37 any person affected by the shooting at the Pulse nightclub in
38 Orlando, Florida, on June 12, 2016.
39 3. Thirty-one percent shall be distributed to the Hispanic
40 Federation, Inc., a charitable, not-for-profit organization
41 under s. 501(c)(3) of the Internal Revenue Code registered with
42 the Department of Agriculture and Consumer Services and
43 incorporated in New York. Of this amount, up to 5 percent may be
44 used for administrative expenses, and the remainder shall be
45 used to offer free personalized counseling to any person
46 affected by the shooting at the Pulse nightclub in Orlando,
47 Florida, on June 12, 2016, through the Proyecto Somos Orlando
48 campaign operated by the Hispanic Federation, Inc.
49 4. Thirty-one percent shall be distributed to Two Spirit
50 Health Services, Inc. Of this amount, up to 5 percent may be
51 used for administrative expenses, and the remainder shall be
52 used to offer free personalized counseling to any person
53 affected by the shooting at the Pulse nightclub in Orlando,
54 Florida, on June 12, 2016.
55 Section 3. This act shall take effect October 1, 2017.
