       The Committee on Rules (Latvala) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 49 and 50
    4  insert:
    5         Section 2. Section 366.96, Florida Statutes, is created to
    6  read:
    7         366.96 Natural gas reserve investment option.—A public
    8  utility must provide customers an option to decline to
    9  participate in the utility’s investment in natural gas reserves.
   10  Utility rates for such customers may not reflect any cost
   11  recovery, cost savings, or other financial impacts related to
   12  such utility’s investments in natural gas reserves.

   15  And the title is amended as follows:
   16         Delete line 9
   17  and insert:
   18         investments; creating s. 366.96, F.S.; requiring
   19         utilities to offer customers an option to decline
   20         participation in the utilities’ natural gas reserve
   21         investments; prohibiting utility rates for customers
   22         who decline participation from reflecting certain
   23         costs related to such investments; providing an
   24         effective date.
