       The Committee on Governmental Oversight and Accountability
       (Artiles) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete everything after the enacting clause
    4  and insert:
    5         Section 1. Section 110.181, Florida Statutes, is repealed.
    6         Section 2. Section 110.182, Florida Statutes, is created to
    7  read:
    8         110.182 Solicitation of state employees prohibited.—An
    9  organization, entity, or person may not intentionally solicit a
   10  state employee through any means for fundraising or business
   11  purposes within work areas during work hours. This section does
   12  not prohibit the following:
   13         (1) State-approved communications by entities with whom the
   14  state has contracted to provide employee benefits or services.
   15         (2) Noncoercive voluntary communications between state
   16  employees in workplace areas.
   17         (3) Activities at authorized public events occurring in
   18  non-work areas of state owned or leased facilities.
   19         Section 3. This act shall take effect July 1, 2017.

   22  And the title is amended as follows:
   23         Delete everything before the enacting clause
   24  and insert:
   25                        A bill to be entitled                      
   26         An act relating to state employment; repealing s.
   27         110.181, F.S., relating to Florida State Employees’
   28         Charitable Campaign; creating s. 110.182, F.S.;
   29         prohibiting an organization, entity, or person from
   30         intentionally soliciting state employees for
   31         fundraising or business purposes within specified
   32         areas during specified times; providing exemptions;
   33         providing an effective date.
