1 A bill to be entitled
2 An act relating to the Florida Kidcare program;
3 establishing the Kidcare Operational Efficiency and
4 Health Care Improvement Workgroup to maximize the
5 return on investment and enhance the operational
6 efficiencies of the Florida Kidcare program; providing
7 program duties and membership; requiring a report to
8 the Governor and Legislature; providing for expiration
9 of the workgroup; providing an effective date.

11 Be It Enacted by the Legislature of the State of Florida:

13 Section 1. Kidcare Operational Efficiency and Health Care
14 Improvement Workgroup.—The Kidcare Operational Efficiency and
15 Health Care Improvement Workgroup is established to maximize the
16 return on investment and streamline and enhance the operational
17 efficiencies of the Florida Kidcare program to provide improved
18 health care services to children.
19 (1) The workgroup shall consist of the following members:
20 (a) The President of the Florida Chapter of the American
21 Academy of Pediatrics or a designee.
22 (b) The State Health Officer or a designee.
23 (c) The Secretary of Health Care Administration or a
24 designee with a background in children’s health policy.
25 (d) The assistant secretary for child welfare of the
26 Department of Children and Families or a designee.
27 (e) A representative of directors of the Florida Healthy
28 Kids Corporation.
29 (f) A representative of the Florida Association of
30 Children’s Hospitals, Inc.
31 (g) A representative of the Florida Covering Kids and
32 Families Coalition.
33 (h) A representative of the Florida Association of Health
34 Plans.
35 (i) A representative of the Florida Children’s Council with
36 a background in children’s health policy.
37 (j) The Director of Children’s Medical Services or a
38 designee.
39 (k) A parent with a child in the Florida Kidcare program.
40 (2) The workgroup shall:
41 (a) Examine successful and innovative models to provide
42 improved value and health care outcomes.
43 (b) Develop recommendations to streamline and unify the
44 program to provide greater operational efficiencies, including
45 recommendations for a single benefits package, a single set of
46 performance measures, and a single third-party administrator.
47 (c) Provide any necessary transition plans.
48 (d) Provide recommendations regarding federal waivers for
49 children’s health care to the Agency for Health Care
50 Administration, which shall obtain specific legislative
51 authorization before seeking, applying for, accepting, or
52 renewing any federal waiver.
53 (3) The workgroup shall submit a report on its findings and
54 recommendations for streamlining the Florida Kidcare program to
55 the Governor, the President of the Senate, and the Speaker of
56 the House of Representatives by December 31, 2017.
57 (4) This section expires December 31, 2017.
58 Section 2. This act shall take effect July 1, 2017.
