The Committee on Military and Veterans Affairs, Space, and
Domestic Security (Rouson) recommended the following:

5 Section 1. Paragraph (ffff) is added to subsection (4) of
6 section 320.08056, Florida Statutes, to read:
7 320.08056 Specialty license plates.—
8 (4) The following license plate annual use fees shall be
9 collected for the appropriate specialty license plates:
10 (ffff) Florida Native license plate, $25.
11 Section 2. Subsection (84) is added to section 320.08058,
12 Florida Statutes, to read:
13 320.08058 Specialty license plates.—
14 (84) FLORIDA NATIVE LICENSE PLATES.—
15 (a) The department shall develop a Florida Native license
16 plate as provided in s. 320.08053 and this section. The word
17 “Florida” must appear at the top of the plate, and the word
18 “Native” must appear at the bottom of the plate. The plate must
19 contain a camouflage background that includes leaves, flowers,
20 or fronds of a minimum of 12 different Florida native plants.
21 (b)1. The department shall retain all annual use fees from
22 the sale of the plate until all startup costs for developing and
23 issuing the plate have been recovered.
24 2. Thereafter, the annual use fees from the sale of the
25 plate shall be distributed to Florida Native Plant Society, a
26 Florida nonprofit corporation, which may use a maximum of 10
27 percent of such fees for administrative costs and a maximum of
28 20 percent to market and promote the plate. The balance of the
29 fees shall be used by Florida Native Plant Society to fulfill
30 the mission of the Florida Native Plant Society. Of this balance
31 of the fees, a minimum of 25 percent may be used for
32 maintaining, improving, or restoring public native species and
33 hunting and fishing habitats, and 25 percent may be used for
34 promoting the cultivation of Florida’s agricultural products
35 through the preservation of native non-crop plants to provide
36 habitats for pollinators and natural enemies to plant pests and
37 to provide pollen and nectar and undisturbed habitat for bee
38 nesting throughout the growing season.

49 plate; providing for distribution and use of the fees
50 collected from the sale of the plate; amending s.
