       Senator Farmer moved the following:
       
    1         Senate Amendment (with directory and title amendments)

    4  insert:
    5         (2) Each fiscal year, the amount of funds available for
    6  allocation to the state universities based on the performance
    7  based funding model shall consist of the state’s investment in
    8  performance funding plus institutional investments consisting of
    9  funds deducted from the base funding of each state university in
   10  the State University System in an amount provided in the General
   11  Appropriations Act. The Board of Governors shall establish
   12  minimum performance funding eligibility thresholds for the
   13  state’s investment and the institutional investments. A state
   14  university that meets the eligibility thresholds for both the
   15  state’s investment and the institutional investment shall
   16  receive its proportionate share of the state’s performance-based
   17  investment based on its ranking among all eligible universities.
   18  A state university that meets the minimum institutional
   19  investment eligibility threshold, but fails to meet the minimum
   20  state investment eligibility threshold, shall have its
   21  institutional investment restored but is ineligible for a share
   22  of the state’s investment in performance funding. The
   23  institutional investment shall be restored for each institution
   24  eligible for the state’s investment under the performance-based
   25  funding model.
