       Senator Farmer moved the following:
       
    1         Senate Amendment (with directory and title amendments)

    3         Between lines 147 and 148
    4  insert:
    5         (2) Each fiscal year, the amount of funds available for
    6  allocation to the Florida College System institutions based on
    7  the performance-based funding model shall consist of the state’s
    8  investment in performance funding plus institutional investments
    9  consisting of funds to be redistributed from the base funding of
   10  the Florida College System Program Fund as determined in the
   11  General Appropriations Act. The State Board of Education shall
   12  establish minimum performance funding eligibility thresholds for
   13  the state’s investment and the institutional investments. A
   14  Florida College System institution that meets the eligibility
   15  thresholds for both the state’s investment and the institutional
   16  investment shall receive its proportionate share of the state’s
   17  performance-based investment based on its ranking among all
   18  eligible institutions. An institution that meets the minimum
   19  institutional investment eligibility threshold, but fails to
   20  meet the minimum state investment eligibility threshold, shall
   21  have its institutional investment restored but is ineligible for
   22  a share of the state’s investment in performance funding. The
   23  institutional investment shall be restored for all institutions
   24  eligible for the state’s investment under the performance-based
   25  funding model.
