The Conference Committee on SB 2512 recommended the following:
1 Senate Conference Committee Amendment (with title
2 amendment)

4 Delete everything after the enacting clause
5 and insert:
6 Section 1. Capitol Complex Advisory Council.—
7 (1) The Capitol Complex Advisory Council is created within
8 the legislative branch. The advisory council is composed of:
9 (a) One person appointed by the President of the Senate.
10 (b) One person appointed by the Speaker of the House of
11 Representatives.
12 (c) One person appointed by the Governor.
13 (d) The Sergeant at Arms of the Senate.
14 (e) The Sergeant at Arms of the House of Representatives.
15 (2) The members of the advisory council shall designate a
16 chair.
17 (3) For purposes of this section, the term “Capitol
18 Complex” means the portion of Tallahassee, Leon County, Florida,
19 commonly referred to as the Capitol, the Historic Capitol, the
20 Senate Office Building, the House Office Building, the Knott
21 Building, the Pepper Building, the Holland Building, and the
22 curtilage of each, including the state-owned lands and public
23 streets adjacent thereto within an area bounded by and including
24 Monroe Street, Jefferson Street, Duval Street, and Gaines
25 Street.
26 (4) In furtherance of its duties, the advisory council may
27 consult with the director of the Capitol Police, the Florida
28 Historic Capitol Museum Director, the clerk and the marshal of
29 the Supreme Court, the State Courts Administrator, the
30 facilities manager of the Capitol Complex, the city manager of
31 the City of Tallahassee, and other persons as it may deem
32 appropriate.
33 (5) The advisory council shall periodically report to the
34 Governor, the presiding officers of both houses of the
35 Legislature, the Secretary of Management Services, and the
36 executive director of the Department of Law Enforcement and may
37 include recommendations on:
38 (a) The operation, maintenance, preservation, and
39 protection of the structures and the grounds of the Capitol
40 Complex.
41 (b) The design, development, or location of any monuments,
42 as defined under s. 265.111, Florida Statutes, or temporary
43 installations within the Capitol Complex.
44 (c) Security updates and security improvements to the
45 Capitol Complex.
46 (d) Budgetary needs to support the recommendations
47 described in paragraphs (a), (b), and (c).
48 (6) The Department of Management Services shall
49 periodically brief the advisory council on actions it plans to
50 take regarding the Capitol Complex.
51 Section 2. This act shall take effect July 1, 2017.

56 and insert:
57 A bill to be entitled
58 An act relating to the Capitol Complex Advisory
59 Council; creating the advisory council within the
60 legislative branch; specifying the composition of the
61 advisory council; defining the term “Capitol Complex”;
62 authorizing the advisory council to consult with
63 specified persons in furtherance of its duties;
64 prescribing reporting requirements; requiring the
65 Department of Management Services to periodically
66 brief the advisory council with respect to planned
67 actions regarding the Capitol Complex; providing an
68 effective date.
