    4  insert:
    5         (c) Notwithstanding any other provision of this section to
    6  the contrary, to ensure the continued financial feasibility of
    7  the portion of the Wekiva Parkway to be constructed by the
    8  department, the authority may not, without the prior consent of
    9  the secretary of the department, construct any extensions,
   10  additions, or improvements to the expressway system in Lake
   11  County.
