       Appropriations Subcommittee on Criminal and Civil Justice
       (Brandes) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 247 - 271
    4  and insert:
    5         (4) Notwithstanding any other law, a person’s driver
    6  license may not be suspended solely for a failure to pay a
    7  penalty if the person requests a hearing and demonstrates to the
    8  court, after notice of the penalty and before the suspension
    9  takes place, that the person is unable to pay the penalty.

   12  And the title is amended as follows:
   13         Delete lines 16 - 23
   14  and insert:
   15         of a penalty; amending s. 318.15, F.S.; prohibiting
   16         the suspension of a person’s driver license solely for
   17         failure to pay a penalty if the person requests a
   18         hearing and demonstrates to the court, after notice of
   19         the penalty and before the suspension takes place,
   20         that the person is unable to pay the penalty; amending
   21         s. 318.18, F.S.; requiring a
