    3         Between lines 467 and 468
    4  insert:
    5         (q) This subsection does not authorize a person to
    6  collocate or attach small wireless facilities or micro wireless
    7  facilities on a utility pole unless otherwise permitted by
    8  federal law, or to erect a wireless support structure in the
    9  right-of-way, which do not comply with the covenants,
   10  conditions, and restrictions; articles of incorporation; and by
   11  laws applicable to the proposed location.
