Senator Rouson moved the following:
1 Senate Amendment (with title amendment)

3 Between lines 217 and 218
4 insert:
5 Section 5. The Department of Environmental Protection shall
6 perform an environmental assessment of property consisting of
7 “North Campus,” “South Campus,” and the Boot Hill Cemetery. Such
8 assessment must include air quality, soil, water, and building
9 materials used in structures on the property. If it is
10 determined that there are air quality issues, soil damage, water
11 contamination or building materials that threaten the
12 environment, they shall be removed and the property rendered
13 safe for human and animal habitation. The cost of this removal
14 shall be the responsibility of the department and a cost
15 estimate for cleanup, if required, shall be submitted to the
16 Governor, the President of the Senate, and the Speaker of the
17 House by November 1, 2017. A conveyance of the property may not
18 occur until the department certifies that the provisions of this
19 section have been satisfied.

25 Dozier School for Boys; requiring the Department of
26 Environmental Protection to perform an environmental
27 assessment of specified property; providing
28 requirements for the assessment; requiring that
29 certain building materials be removed and certain
30 property to be rendered safe for human and animal
31 habitation if certain conditions are found to exist;
32 providing that the cost of the assessment is the
33 responsibility of the department; requiring the
34 department to submit a cleanup cost estimate to
35 specified persons under certain circumstances;
36 providing conditions for the conveyance of the
37 property; requiring the Division of
