       The Committee on Appropriations (Latvala) recommended the
       following:
       
    1         Senate Substitute for Amendment (305400) 
    2  
    3         Delete lines 250 - 268
    4  and insert:
    5  programs at state colleges, state technical centers, or private
    6  postsecondary institutions licensed or otherwise authorized to
    7  operate in this state which provide participants with
    8  transferable, sustainable workforce skills applicable to more
    9  than a single employer or which are listed in s. 445.06, and for
   10  equipment associated with these programs. The department shall
   11  work with CareerSource Florida, Inc., to ensure that programs
   12  are offered to the public based on criteria established by the
   13  state college, state technical center, or private postsecondary
   14  institution licensed or otherwise authorized to operate in this
   15  state, and do not exclude applicants who are unemployed or
   16  underemployed. The department may contract with CareerSource
   17  Florida, Inc., or administer this program directly.
   18         (a) Grant funds may not be expended to provide training for
   19  instruction related to retail businesses or to reimburse
   20  businesses for trainee wages.
   21         (b) Grant requests may be submitted to the department by a
   22  state college, state technical center, or private postsecondary
   23  institution. The department shall establish an application
   24  process and criteria for grant requests. Costs and expenditures
   25  for the workforce training grants must be documented and
   26  separated from those incurred by the state college, state
   27  technical center, or private postsecondary institution.
