       The Committee on Appropriations (Brandes) recommended the
       following:
       
    1         Senate Substitute for Amendment (305400) 
    2  
    3         Delete lines 250 - 257
    4  and insert:
    5  programs at public libraries, state colleges, state technical
    6  centers, or private postsecondary institutions licensed or
    7  otherwise authorized to operate in this state which provide
    8  participants with transferable, sustainable workforce skills
    9  applicable to more than a single employer, and for equipment
   10  associated with these programs. The department shall work with
   11  CareerSource Florida, Inc., to ensure that programs are offered
   12  to the public based on criteria established by the state
   13  colleges, state technical centers, or private postsecondary
   14  institutions licensed or otherwise authorized to operate in this
   15  state, and do not exclude applicants who are unemployed or
   16  underemployed. Programs that support skills assessment and
   17  training for inmates in the state correctional system who have 5
   18  years or less until their release and reentry may also be
   19  eligible for grants from this fund. The department may contract
