Motor Vehicle Dealers; Prohibits persons from engaging in business as motor vehicle broker without license; revises prohibition against certain persons advertising certain motor vehicles for sale; specifies that certain violations are unfair & deceptive trade practice; requires initial license certificate to be issued by DHSMV under certain circumstances; provides for expiration of motor vehicle broker license; requires franchised motor vehicle dealers to complete certain industry certification; provides certification requirements.
