       The Committee on Criminal Justice (Brandes) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 84 - 87
    4  and insert:
    5  the operations and conditions of correctional and juvenile
    6  facilities.
    7         7. Developing and implementing a monitoring tool that will
    8  be used to assess the performance of each correctional and
    9  juvenile facility.
   10         8. Conducting on-site visits to correctional and juvenile
   11  facilities on a regular
