       The Committee on Appropriations (Perry) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 95 - 102
    4  and insert:
    5  water is a critical component of meeting the state’s existing
    6  and future water supply needs while sustaining natural systems.
    7  The Legislature further finds that for those wastewater
    8  treatment plants permitted and operated under an approved reuse
    9  program by the department, the reclaimed water shall be
   10  considered environmentally acceptable and not a threat to public
   11  health and safety. The Legislature encourages the development of
   12  aquifer recharge and incentive-
