       The Committee on Appropriations (Brandes) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 343 - 344
    4  and insert:
    5  state inmates with more than 48 months of time remaining to
    6  serve on their sentence or federal inmates.
    7         Section 8. Subsection (4) of section 1011.81, Florida
    8  Statutes, is amended to read:
    9         1011.81 Florida College System Program Fund.—
   10         (4) State funds provided for the Florida College System
   11  Program Fund may not be expended for the education of state
   12  inmates with more than 48 months of time remaining on their
   13  sentence or federal inmates.
   14         Section 9. Paragraph (e) of subsection (1) of section
   15  1011.84, Florida Statutes, is amended to read:
   16         1011.84 Procedure for determining state financial support
   17  and annual apportionment of state funds to each Florida College
   18  System institution district.—The procedure for determining state
   19  financial support and the annual apportionment to each Florida
   20  College System institution district authorized to operate a
   21  Florida College System institution under the provisions of s.
   22  1001.61 shall be as follows:
   23         (1) DETERMINING THE AMOUNT TO BE INCLUDED IN THE FLORIDA
   24  COLLEGE SYSTEM PROGRAM FUND FOR THE CURRENT OPERATING PROGRAM.—
   25         (e) All state inmate education provided by Florida College
   26  System institutions shall be reported by program, FTE
   27  expenditure, and revenue source. These enrollments,
   28  expenditures, and revenues shall be reported and projected
   29  separately. Instruction of state inmates with more than 48
   30  months of time remaining on their sentence may shall not be
   31  included in the full-time equivalent student enrollment for
   32  funding through the Florida College System Program Fund.

   35  And the title is amended as follows:
   36         Delete lines 68 - 71
   37  and insert:
   38         for county inmates; amending ss. 1011.80 and 1011.81,
   39         F.S.; removing provisions prohibiting state funds for
   40         the operation of postsecondary workforce programs and
   41         funds for the Florida College System Program Fund,
   42         respectively, from being used for the education of
   43         certain state inmates; amending s. 1011.84, F.S.;
   44         conforming a provision to changes made by the act;
