    1                        A bill to be entitled                      
    2         An act relating to poll workers; amending s. 102.014,
    3         F.S.; removing a requirement that supervisors of
    4         elections work with certain communities to develop
    5         public-private programs for a certain purpose;
    6         prohibiting a supervisor of elections from authorizing
    7         certain entities or persons to recruit, supply, or
    8         otherwise staff a precinct with certain poll workers
    9         for an election; amending s. 102.021, F.S.;
   10         prohibiting a supervisor of elections from paying
   11         certain entities or persons for services provided by
   12         certain poll workers; providing an effective date.
   13          
   14  Be It Enacted by the Legislature of the State of Florida:
   15  
   16         Section 1. Subsection (6) of section 102.014, Florida
   17  Statutes, is amended to read:
   18         102.014 Poll worker recruitment and training.—
   19         (6) Supervisors of elections shall work with the business
   20  and local community to develop public-private programs to ensure
   21  the recruitment of skilled inspectors and clerks. However,
   22  supervisors of elections may not directly or indirectly
   23  authorize an entity, or a person on behalf of an entity, to
   24  recruit, supply, or otherwise staff a precinct with inspectors
   25  or clerks for an election.
   26         Section 2. Subsection (3) is added to section 102.021,
   27  Florida Statutes, to read:
   28         102.021 Compensation of inspectors, clerks, and deputy
   29  sheriffs.—
   30         (3)A supervisor of elections may not pay an entity or an
   31  individual on behalf of an entity for services provided by an
   32  inspector, a clerk of an election, or other poll worker.
   33         Section 3. This act shall take effect July 1, 2018.
