    1                        A bill to be entitled                      
    2         An act relating to trust funds; creating s. 112.3263,
    3         F.S.; creating the Local Government Lobbyist
    4         Registration System Trust Fund within the Commission
    5         on Ethics; providing for the purpose of the trust fund
    6         and source of funds; providing for the future
    7         legislative review and termination or re-creation of
    8         the trust fund; providing a contingent effective date.

   10  Be It Enacted by the Legislature of the State of Florida:
   11  
   12         Section 1. Section 112.3263, Florida Statutes, is created
   13  to read:
   14         112.3263Local Government Lobbyist Registration System
   15  Trust Fund.—
   16         (1)The Local Government Lobbyist Registration System Trust
   17  Fund is created within the Commission on Ethics to fund any
   18  office, including the payment of salaries and other expenses,
   19  established to administer the Local Government Lobbyist
   20  Registration System established in s. 112.3262. The trust fund
   21  is not subject to any service charges provided under chapter
   22  215. Annual lobbyist registration fees collected pursuant to s.
   23  112.3262 shall be deposited into the trust fund.
   24         (2)In accordance with s. 19(f)(2), Art. III of the State
   25  Constitution, the trust fund shall, unless terminated sooner, be
   26  terminated on July 1, 2022. Before its scheduled termination,
   27  the trust fund shall be reviewed as provided in s. 215.3206(1)
   28  and (2).
   29         Section 2. This act shall take effect on the same date that
   30  SB ____ or similar legislation takes effect, if such legislation
   31  is adopted in the same legislative session or an extension
   32  thereof and becomes a law, and only if this act is enacted by a
   33  three-fifths vote of the membership of each house of the
   34  Legislature.
