Florida Senate - 2018 SB 254 By Senator Baxley 12-00471-18 2018254__ 1 A bill to be entitled 2 An act relating to patriotic societies; providing a 3 short title; creating s. 1001.433, F.S.; defining the 4 term “patriotic society”; requiring district school 5 boards to allow specified representatives an 6 opportunity to speak to students for certain purposes; 7 requiring a patriotic society and school principal to 8 provide certain information in writing within 9 specified time periods; providing that a patriotic 10 society’s presentation may not exceed a specified 11 time; providing an effective date. 12 13 Be It Enacted by the Legislature of the State of Florida: 14 15 Section 1. This act may be cited as the “Scouts Access 16 Bill.” 17 Section 2. Section 1001.433, Florida Statutes, is created 18 to read: 19 1001.433 Patriotic societies in schools.— 20 (1) As used in this section, “patriotic society” means a 21 youth group listed in Title 36, U.S.C., as a patriotic society, 22 including the Boy Scouts of America, and its affiliated Florida 23 groups and councils, and the Girl Scouts of the United States of 24 America, and its affiliated Florida groups and councils. 25 (2) A district school board must allow a representative of 26 a patriotic society the opportunity, during school hours, to 27 speak with and distribute instructional materials to students to 28 encourage participation in the patriotic society and its 29 activities. 30 (3)(a) A patriotic society shall provide at least 60 days’ 31 written notice to the school district and principal of the 32 school of its intent to speak to students. Within 15 days after 33 receipt of the notice, the principal must provide in writing to 34 the patriotic society a specific day and time within the next 45 35 school days for the patriotic society’s representative to speak 36 to students. 37 (b) A patriotic society’s presentation to students may not 38 exceed 10 minutes of instructional time. 39 Section 3. This act shall take effect July 1, 2018.
