       Senator Powell moved the following:
       
       
       
       
       
    1         Senate Amendment (with title amendment)

    3         Delete lines 3000 - 3003
    4  and insert:
    5  provisions of this section, including the requirement that
    6  personal services must comply with s. 1012.886. Such rules must
    7  provide for budget and audit review and oversight by the board
    8  of trustees, including thresholds for the approval of purchases,
    9  acquisitions, projects, and issuance of debt. No later than July
   10  1, 2019, the transfer of a state appropriation by the board of
   11  trustees to any direct-support organization may only include
   12  funds pledged for debt.
