       Senator Galvano moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 329 - 376
    4  and insert:
    5         (k) Establish, if the sheriff so chooses, a Coach Aaron
    6  Feis Guardian Program to aid in the prevention or abatement of
    7  active assailant incidents on school premises. A school guardian
    8  has no authority to act in any law enforcement capacity except
    9  to the extent necessary to prevent or abate an active assailant
   10  incident on a school premises. The sheriff who chooses to
   11  establish the program shall appoint as school guardians, without
   12  the power of arrest, school employees who volunteer and who:
   13         1. Hold a valid license issued under s. 790.06.
   14         2. Complete 132 total hours of comprehensive firearm safety
   15  and proficiency training conducted by Criminal Justice Standards
   16  and Training Commission-certified instructors, which must
   17  include:
   18         a. Eighty hours of firearms instruction based on the
   19  Criminal Justice Standards and Training Commission’s Law
   20  Enforcement Academy training model, which must include at least
   21  10 percent but no more than 20 percent more rounds fired than
   22  associated with academy training. Program participants must
   23  achieve an 85 percent pass rate on the firearms training.
   24         b. Sixteen hours of instruction in precision pistol.
   25         c.Eight hours of discretionary shooting instruction using
   26  state-of-the-art simulator exercises.
   27         d. Eight hours of instruction in active shooter or
   28  assailant scenarios.
   29         e. Eight hours of instruction in defensive tactics.
   30         f. Twelve hours of instruction in legal issues.
   31         3. Pass a psychological evaluation administered by a
   32  psychologist licensed under chapter 490 and designated by the
   33  Department of Law Enforcement and submit the results of the
   34  evaluation to the sheriff’s office. The Department of Law
   35  Enforcement is authorized to provide the sheriff’s office with
   36  mental health and substance abuse data for compliance with this
   37  paragraph.
   38         4. Submit to and pass an initial drug test and subsequent
   39  random drug tests in accordance with the requirements of s.
   40  112.0455 and the sheriff’s office.
   41         5. Successfully complete ongoing training, weapon
   42  inspection, and firearm qualification on at least an annual
   43  basis.
   44         6. Successfully complete at least 12 hours of a certified
   45  nationally recognized diversity training program.

   47  The sheriff shall issue a school guardian certificate to
   48  individuals who meet the requirements of subparagraph 2. The
   49  sheriff shall maintain documentation of weapon and equipment
   50  inspections, as well as the training, certification, inspection,
   51  and qualification records of each school guardian appointed by
   52  the sheriff.
   53         Section 6. The Division of Law Revision and Information is
   54  instructed to change references from “school marshal program” to
   55  “Coach Aaron Feis Guardian Program” and references from “school
   56  marshal” to “school guardian” wherever those terms appear in
   57  this act.

   60  And the title is amended as follows:
   61         Delete lines 9 - 14
   62  and insert:
   63         providing that each sheriff may establish a Coach
   64         Aaron Feis Guardian Program and appoint certain
   65         volunteer school employees as school guardians;
   66         providing sheriff and school guardian requirements;
   67         requiring certain documentation and records be
   68         maintained relating to such school guardians;
   69         providing a directive to the Division of Law Revision
   70         and Information; amending s. 121.091, F.S.;
