       The Committee on Community Affairs (Rodriguez) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete everything after the enacting clause
    4  and insert:
    5         Section 1. Subsection (4) is added to section 120.525,
    6  Florida Statutes, to read:
    7         120.525 Meetings, hearings, and workshops.—
    8         (4) For purposes of establishing a quorum at meetings of
    9  regional planning councils that cover three or more counties, a
   10  voting member who appears via telephone, real-time
   11  videoconferencing, or similar real-time electronic or video
   12  communication that is broadcast publicly at the meeting location
   13  may be counted towards the quorum requirement if at least one
   14  third of the voting members of such regional planning council
   15  are physically present at the meeting location. A member must
   16  provide oral, written, or electronic notice of his or her intent
   17  to appear via telephone, real-time videoconferencing, or similar
   18  real-time electronic or video communication to the regional
   19  planning council at least 24 hours before the scheduled meeting.
   20         Section 2. This act shall take effect July 1, 2019.

   26                        A bill to be entitled                      
   27         An act relating to regional planning council meetings;
   28         amending s. 120.525, F.S.; providing requirements for
   29         establishing a quorum for meetings of certain councils
   30         when a voting member appears via telephone, real-time
   31         videoconferencing, or similar real-time electronic or
   32         video communication; requiring notice of intent to
   33         appear via telephone, real-time videoconferencing, or
   34         similar real-time electronic or video communication by
   35         a specified time; providing an effective date.
