    1                        A bill to be entitled                      
    2         An act relating to specialty license plates; amending
    3         s. 320.08058, F.S.; directing the Department of
    4         Highway Safety and Motor Vehicles to develop a Palm
    5         Beach Zoo and Conservation Society license plate;
    6         providing for distribution and use of fees collected
    7         from the sale of such plates; providing a contingent
    8         effective date.

   10  Be It Enacted by the Legislature of the State of Florida:
   11  
   12         Section 1. Subsection (84) is added to section 320.08058,
   13  Florida Statutes, to read:
   14         320.08058 Specialty license plates.—
   15         (84) PALM BEACH ZOO AND CONSERVATION SOCIETY LICENSE
   16  PLATES.—
   17         (a) The department shall develop a Palm Beach Zoo and
   18  Conservation Society license plate as provided in this section
   19  and s. 320.08053. Palm Beach Zoo and Conservation Society
   20  license plates must bear the colors and design approved by the
   21  department. The word “Florida” must appear at the top of the
   22  plate, and the words “Palm Beach Zoo and Conservation Society”
   23  must appear at the bottom of the plate.
   24         (b) The license plate annual use fees shall be distributed
   25  to the Palm Beach Zoo and Conservation Society to fund
   26  educational programs for pre-K through 12th grade students,
   27  conservation projects to protect endangered or threatened
   28  species, and services for the health and welfare of animals in
   29  the zoo’s care. The Palm Beach Zoo and Conservation Society may
   30  retain all revenue from the annual use fees until all startup
   31  costs for developing and establishing the plate have been
   32  recovered. Thereafter, up to 10 percent of the annual use fee
   33  revenue may be used for promotion and marketing of the specialty
   34  license plate and administrative costs directly associated with
   35  the programs of the society and the specialty license plate.
   36         Section 2. This act shall take effect October 1, 2019, but
   37  only if SB ___ or similar legislation takes effect, if such
   38  legislation is adopted in the same legislative session or an
   39  extension thereof and becomes a law.
