   12         plates; requiring dealers to be responsible for
   13         certain costs; amending s. 320.08053, F.S.; revising
   14         requirements for presale and issuance of specialty
   15         license plates; amending s. 320.08056, F.S.; allowing
   16         the Department of Highway Safety and Motor Vehicles to
   17         authorize dealer and fleet specialty license plates;
   18         providing requirements for such plates; making
   19         technical changes; deleting fees relating to the
   20         American Red Cross, Donate Organs-Pass It On, St.
   21         Johns River, and Hispanic Achievers license plates to
   22         conform to changes made by the act; revising
   23         provisions for discontinuing issuance of a specialty
   24         license plate; conforming cross-references;
   25         prohibiting use fees received by any entity from being
   26         used for certain purposes; requiring certain
   27         organizations to establish endowments based in this
   28         state for providing scholarships to Florida residents
   29         and to provide documentation of consent to use certain
   30         images; revising, as of a specified date, the
   31         criteria, procedures, and exceptions under which the
   32         department discontinues the issuance of an approved
   33         specialty license plate; revising applicability;
   34         amending s. 320.08058, F.S.; revising the design of
   35         the Special Olympics Florida license plate; deleting
   36         provisions requiring the department to develop the
   37         American Red Cross license plate; revising the
   38         authorized use of proceeds from the sale of the Live
   39         the Dream license plate; deleting provisions requiring
   40         the department to develop the Donate Organs-Pass It On
   41         license plate; revising the design of the Lighthouse
   42         Association license plate; revising the authorized use
   43         of proceeds from the sale of the In God We Trust
   44         license plate; deleting provisions requiring the
   45         department to develop the St. Johns River and Hispanic
   46         Achievers license plates; revising the distribution of
   47         proceeds from the sale of the Fallen Law Enforcement
   48         Officers license plate; requiring the department to
   49         develop certain specialty license plates; providing
   50         for distribution and use of fees collected from the
   51         sale of such plates; amending s. 320.08062, F.S.;
   52         requiring all organizations that receive annual use
   53         fee proceeds from the department to be responsible for
   54         ensuring that the organization meets specified
   55         requirements; requiring the organizations to attest to
   56         meeting such requirements under certain circumstances;
   57         directing the department to audit certain
   58         organizations that receive funds from the sale of
   59         specialty license plates, subject to certain
   60         requirements; requiring the department to discontinue
   61         distribution of revenues to an organization if the
   62         department or its designee has determined the
   63         organization has failed to meet specified
   64         requirements; amending s. 320.08068, F.S.; requiring
   65         distribution of a specified percentage of motorcycle
   66         specialty license plate annual use fees to Preserve
   67         Vision Florida; creating s. 320.0875, F.S.; providing
   68         for a special motorcycle license plate to be issued to
   69         a recipient of the Purple Heart; providing
   70         requirements for the plate; amending s. 320.089, F.S.;
   71         providing for a special license plate to be issued to
   72         a recipient of the Bronze Star; providing for
   73         distribution of certain annual use fees withheld by
   74         the department; providing contingent effective dates.
   75          
   76  Be It Enacted by the Legislature of the State of Florida:
   77  
   78         Section 1. Paragraph (a) of subsection (3) of section
   79  320.06, Florida Statutes, is amended to read:
   80         320.06 Registration certificates, license plates, and
   81  validation stickers generally.—
   82         (3)(a) Registration license plates must be made of metal
   83  specially treated with a retroreflection material, as specified
   84  by the department. The registration license plate is designed to
   85  increase nighttime visibility and legibility and must be at
   86  least 6 inches wide and not less than 12 inches in length,
   87  unless a plate with reduced dimensions is deemed necessary by
   88  the department to accommodate motorcycles, mopeds, or similar
   89  smaller vehicles. Validation stickers must also be treated with
   90  a retroreflection material, must be of such size as specified by
   91  the department, and must adhere to the license plate. The
   92  registration license plate must be imprinted with a combination
   93  of bold letters and numerals or numerals, not to exceed seven
   94  digits, to identify the registration license plate number. The
   95  license plate must be imprinted with the word “Florida” at the
   96  top and the name of the county in which it is sold, the state
   97  motto, or the words “Sunshine State” at the bottom. Apportioned
   98  license plates must have the word “Apportioned” at the bottom
   99  and license plates issued for vehicles taxed under s.
  100  320.08(3)(d), (4)(m) or (n), (5)(b) or (c), or (14) must have
  101  the word “Restricted” at the bottom. License plates issued for
  102  vehicles taxed under s. 320.08(12) must be imprinted with the
  103  word “Florida” at the top and the word “Dealer” at the bottom
  104  unless the license plate is a specialty license plate as
  105  authorized in s. 320.08056. Manufacturer license plates issued
  106  for vehicles taxed under s. 320.08(12) must be imprinted with
  107  the word “Florida” at the top and the word “Manufacturer” at the
  108  bottom. License plates issued for vehicles taxed under s.
  109  320.08(5)(d) or (e) must be imprinted with the word “Wrecker” at
  110  the bottom. Any county may, upon majority vote of the county
  111  commission, elect to have the county name removed from the
  112  license plates sold in that county. The state motto or the words
  113  “Sunshine State” shall be printed in lieu thereof. A license
  114  plate issued for a vehicle taxed under s. 320.08(6) may not be
  115  assigned a registration license number, or be issued with any
  116  other distinctive character or designation, that distinguishes
  117  the motor vehicle as a for-hire motor vehicle.
  118         Section 2. Paragraph (b) of subsection (2) of section
  119  320.0657, Florida Statutes, is amended to read:
  120         320.0657 Permanent registration; fleet license plates.—
  121         (2)
  122         (b) The plates, which shall be of a distinctive color,
  123  shall have the word “Fleet” appearing at the bottom and the word
  124  “Florida” appearing at the top unless the license plate is a
  125  specialty license plate as authorized in s. 320.08056. The
  126  plates shall conform in all respects to the provisions of this
  127  chapter, except as specified herein. For additional fees as set
  128  forth in s. 320.08056, fleet companies may purchase specialty
  129  license plates in lieu of the standard fleet license plates.
  130  Fleet companies shall be responsible for all costs associated
  131  with the specialty license plate, including all annual use fees,
  132  processing fees, fees associated with switching license plate
  133  types, and any other applicable fees.
  134         Section 3. Subsection (12) of section 320.08, Florida
  135  Statutes, is amended to read:
  136         320.08 License taxes.—Except as otherwise provided herein,
  137  there are hereby levied and imposed annual license taxes for the
  138  operation of motor vehicles, mopeds, motorized bicycles as
  139  defined in s. 316.003(4), tri-vehicles as defined in s. 316.003,
  140  and mobile homes as defined in s. 320.01, which shall be paid to
  141  and collected by the department or its agent upon the
  142  registration or renewal of registration of the following:
  143         (12) DEALER AND MANUFACTURER LICENSE PLATES.—A franchised
  144  motor vehicle dealer, independent motor vehicle dealer, marine
  145  boat trailer dealer, or mobile home dealer and manufacturer
  146  license plate: $17 flat, of which $4.50 shall be deposited into
  147  the General Revenue Fund. For additional fees as set forth in s.
  148  320.08056, dealers may purchase specialty license plates in lieu
  149  of the standard dealer license plates. Dealers shall be
  150  responsible for all costs associated with the specialty license
  151  plate, including all annual use fees, processing fees, fees
  152  associated with switching license plate types, and any other
  153  applicable fees.
  154         Section 4. Section 320.08053, Florida Statutes, is amended
  155  to read:
  156         320.08053 Establishment of Requirements for requests to
  157  establish specialty license plates.—
  158         (1) If a specialty license plate requested by an
  159  organization is approved by law, the organization must submit
  160  the proposed art design for the specialty license plate to the
  161  department, in a medium prescribed by the department, as soon as
  162  practicable, but no later than 60 days after the act approving
  163  the specialty license plate becomes a law.
  164         (2)(a) Within 120 days after following the specialty
  165  license plate becomes becoming law, the department shall
  166  establish a method to issue a specialty license plate voucher to
  167  allow for the presale of the specialty license plate. The
  168  processing fee as prescribed in s. 320.08056, the service charge
  169  and branch fee as prescribed in s. 320.04, and the annual use
  170  fee as prescribed in s. 320.08056 shall be charged for the
  171  voucher. All other applicable fees shall be charged at the time
  172  of issuance of the license plates.
  173         (b) Within 24 months after the presale specialty license
  174  plate voucher is established, the approved specialty license
  175  plate organization must record with the department a minimum of
  176  3,000 1,000 voucher sales, or, in the case of an out-of-state
  177  college or university license plate, 4,000 voucher sales, before
  178  manufacture of the license plate may commence. If, at the
  179  conclusion of the 24-month presale period, the minimum sales
  180  requirement has requirements have not been met, the specialty
  181  plate is deauthorized and the department shall discontinue
  182  development of the plate and discontinue issuance of the presale
  183  vouchers. Upon deauthorization of the license plate, a purchaser
  184  of the license plate voucher may use the annual use fee
  185  collected as a credit towards any other specialty license plate
  186  or apply for a refund on a form prescribed by the department.
  187         (3)(a)New specialty license plates that have been approved
  188  by law but are awaiting issuance under paragraph (b) must be
  189  issued in the order they appear in s. 320.08058 provided that
  190  they have met the presale requirement. All other provisions of
  191  this section must also be met before a plate is issued. If the
  192  next awaiting specialty license plate has not met the presale
  193  requirement, the department shall proceed in the order provided
  194  in s. 320.08058 to identify the next qualified specialty license
  195  plate that has met the presale requirement. The department shall
  196  cycle through the list in statutory order.
  197         (b)If the Legislature has approved 200 or more specialty
  198  license plates, the department may not make any new specialty
  199  license plates available for design or issuance until a
  200  sufficient number of plates are discontinued pursuant to s.
  201  320.08056(8) such that the number of plates being issued does
  202  not exceed 200. This paragraph does not apply to collegiate
  203  license plates established under s. 320.08058(3).
  204         Section 5. Present subsection (12) of section 320.08056,
  205  Florida Statutes, is redesignated as subsection (13), paragraphs
  206  (c) through (f) are added to subsection (8) of that section, a
  207  new subsection (12) is added to that section, and subsections
  208  (2) and (4), paragraph (a) of subsection (10), and subsection
  209  (11) of that section are amended, to read:
  210         320.08056 Specialty license plates.—
  211         (2)(a) The department shall issue a specialty license plate
  212  to the owner or lessee of any motor vehicle, except a vehicle
  213  registered under the International Registration Plan, a
  214  commercial truck required to display two license plates pursuant
  215  to s. 320.0706, or a truck tractor, upon request and payment of
  216  the appropriate license tax and fees.
  217         (b)The department may authorize dealer and fleet specialty
  218  license plates. With the permission of the sponsoring specialty
  219  license plate organization, a dealer or fleet company may
  220  purchase specialty license plates to be used on dealer and fleet
  221  vehicles.
  222         (c)Notwithstanding s. 320.08058, a dealer or fleet
  223  specialty license plate must include the letters “DLR” or “FLT”
  224  on the right side of the license plate. Dealer and fleet
  225  specialty license plates must be ordered directly through the
  226  department.
  227         (4) The following license plate annual use fees shall be
  228  collected for the appropriate specialty license plates:
  229         (a) Manatee license plate, $25.
  230         (b) Challenger/Columbia license plate, $25, except that a
  231  person who that purchases 1,000 or more of such license plates
  232  shall pay an annual use fee of $15 per plate.
  233         (c) Collegiate license plate, $25.
  234         (b)(d) Florida Salutes Veterans license plate, $15.
  235         (e) Florida panther license plate, $25.
  236         (c)(f) Florida United States Olympic Committee license
  237  plate, $15.
  238         (d)(g) Florida Special Olympics license plate, $15.
  239         (e)(h) Florida educational license plate, $20.
  240         (i) Florida Professional Sports Team license plate, $25.
  241         (f)(j) Florida Indian River Lagoon license plate, $15.
  242         (g)(k) Invest in Children license plate, $20.
  243         (h)(l) Florida arts license plate, $20.

  280         (y)(ss) Aquaculture license plate, $25, except that for an
  281  owner purchasing the specialty license plate for more than 10
  282  vehicles registered to that owner, the annual use fee shall be
  283  $10 per plate.
  284         (tt) Family First license plate, $25.
  285         (uu) Wildlife Foundation of Florida license plate, $25.
  286         (vv) Live the Dream license plate, $25.
  287         (ww) Florida Food Banks license plate, $25.
  288         (xx) Discover Florida’s Oceans license plate, $25.
  289         (yy) Family Values license plate, $25.
  290         (zz) Parents Make A Difference license plate, $25.
  291         (aaa) Support Soccer license plate, $25.

  321         (eeee) Moffitt Cancer Center license plate, $25.
  322         (8)
  323         (c)A vehicle owner or lessee issued a specialty license
  324  plate that has been discontinued by the department may keep the
  325  discontinued specialty license plate for the remainder of the
  326  10-year license plate replacement period and shall pay all other
  327  applicable registration fees. However, such owner or lessee is
  328  exempt from paying the applicable specialty license plate fee
  329  under paragraph (3)(d) or subsection (4) for the remainder of
  330  the 10-year license plate replacement period.
  331         (d)If the department discontinues issuance of a specialty
  332  license plate, all annual use fees held or collected by the
  333  department must be distributed within 180 days after the date on
  334  which the specialty license plate is discontinued. Of those
  335  fees, the department shall retain an amount sufficient to defray
  336  the applicable administrative and inventory closeout costs
  337  associated with discontinuance of the plate. The remaining funds
  338  must be distributed to the appropriate organization or
  339  organizations pursuant to s. 320.08058.
  340         (e)If an organization that is the intended recipient of
  341  the funds pursuant to s. 320.08058 no longer exists, the
  342  department shall deposit any undisbursed funds into the Highway
  343  Safety Operating Trust Fund.
  344         (f)Notwithstanding paragraph (a), on January 1 of each
  345  year, the department shall discontinue the specialty license
  346  plate with the fewest number of plates in circulation, including
  347  license plates exempt from a statutory sales requirement. A
  348  warning letter must be mailed to the sponsoring organizations of
  349  the 10 percent of the total number of specialty license plates
  350  with the fewest valid, active registrations as of December 1 of
  351  each year.
  352         (10)(a) A specialty license plate annual use fee collected
  353  and distributed under this chapter, or any interest earned from
  354  those fees, may not be used for commercial or for-profit
  355  activities nor for general or administrative expenses, except as
  356  authorized by s. 320.08058 or to pay the cost of the audit or
  357  report required by s. 320.08062(1). The fees and any interest
  358  earned from the fees may be expended only for use in this state
  359  unless the annual use fee is derived from the sale of United
  360  States Armed Forces and veterans-related specialty license
  361  plates pursuant to paragraph (3)(d) for the Support Our Troops
  362  and American Legion license plates; paragraphs (4)(b), (q), and
  363  (v) for the Florida Salutes Veterans, United States Marine
  364  Corps, and Military Services license plates, respectively;
  365  paragraphs (4)(d), (bb), (ll), (kkk), and (yyy) and s. 320.0891
  366  for the U.S. Paratroopers license plate.
  367         (11) The annual use fee from the sale of specialty license
  368  plates, the interest earned from those fees, or any fees
  369  received by any entity an agency as a result of the sale of
  370  specialty license plates may not be used for the purpose of
  371  marketing to, or lobbying, entertaining, or rewarding, an
  372  employee of a governmental agency that is responsible for the
  373  sale and distribution of specialty license plates, or an elected
  374  member or employee of the Legislature.
  375         (12)For out-of-state college or university license plates
  376  created pursuant to this section, the recipient organization
  377  shall meet both of the following requirements:
  378         (a)Have an established endowment, based in this state, for
  379  the purpose of providing scholarships to Florida residents, as
  380  defined in s. 320.01(34).
  381         (b)Provide documentation to the department that the
  382  organization and the department have the college’s or
  383  university’s consent to use an appropriate image on a license
  384  plate.
  385         Section 6. Effective July 1, 2022, paragraph (a) of
  386  subsection (8) of section 320.08056, Florida Statutes, is
  387  amended to read:
  388         320.08056 Specialty license plates.—
  389         (8)(a) The department must discontinue the issuance of an
  390  approved specialty license plate if the number of valid
  391  specialty plate registrations falls below 3,000, or, in the case
  392  of an out-of-state college or university license plate, below
  393  4,000, 1,000 plates for at least 12 consecutive months. A
  394  warning letter shall be mailed to the sponsoring organization
  395  following the first month in which the total number of valid
  396  specialty plate registrations is below 3,000, or, in the case of
  397  an out-of-state college or university license plate, below 4,000
  398  1,000 plates. This paragraph does not apply to in-state
  399  collegiate license plates established under s. 320.08058(3),
  400  license plates of institutions in and entities of the State
  401  University System, specialty license plates that have statutory
  402  eligibility limitations for purchase, specialty license plates
  403  for which annual use fees are distributed by a foundation for
  404  student and teacher leadership programs and teacher recruitment
  405  and retention, or Florida Professional Sports Team license
  406  plates established under s. 320.08058(9).
  407         Section 7. Subsection (7), present subsections (31), (48),
  408  (57), and (65), paragraph (b) of present subsection (66),
  409  present subsections (69) and (70), and paragraph (b) of present
  410  subsection (80) of section 320.08058, Florida Statutes, are
  411  amended, present subsections (32) through (56) of that section
  412  are redesignated as subsections (31) through (55), respectively,
  413  present subsections (58) through (68) of that section are
  414  redesignated as subsections (56) through (66), respectively,
  415  present subsections (71) through (83) of that section are
  416  redesignated as subsections (67) through (79), respectively, and
  417  new subsections (80) through (83) and subsections (84) through
  418  (116) are added to that section, to read:
  419         320.08058 Specialty license plates.—
  420         (7) SPECIAL OLYMPICS FLORIDA LICENSE PLATES.—
  421         (a) Special Olympics Florida license plates must contain
  422  the official Special Olympics Florida logo and must bear the
  423  colors and a design and colors that are approved by the
  424  department. The word “Florida” must be centered at the top
  425  bottom of the plate, and the words “Be a Fan” “Everyone Wins”
  426  must be centered at the bottom top of the plate.
  427         (b) The license plate annual use fees must are to be
  428  annually distributed as follows:
  429         1. The first $5 million collected annually must be
  430  forwarded to the private nonprofit corporation as described in
  431  s. 393.002 and must be used solely for Special Olympics purposes
  432  as approved by the private nonprofit corporation.
  433         2. Any additional fees must be deposited into the General
  434  Revenue Fund.
  435         (31) AMERICAN RED CROSS LICENSE PLATES.—
  436         (a) Notwithstanding the provisions of s. 320.08053, the
  437  department shall develop an American Red Cross license plate as
  438  provided in this section. The word “Florida” must appear at the
  439  top of the plate, and the words “American Red Cross” must appear
  440  at the bottom of the plate.
  441         (b) The department shall retain all revenues from the sale
  442  of such plates until all startup costs for developing and
  443  issuing the plates have been recovered. Thereafter, 50 percent
  444  of the annual use fees shall be distributed to the American Red
  445  Cross Chapter of Central Florida, with statistics on sales of
  446  license plates, which are tabulated by county. The American Red
  447  Cross Chapter of Central Florida must distribute to each of the
  448  chapters in this state the moneys received from sales in the
  449  counties covered by the respective chapters, which moneys must
  450  be used for education and disaster relief in Florida. Fifty
  451  percent of the annual use fees shall be distributed
  452  proportionately to the three statewide approved poison control
  453  centers for purposes of combating bioterrorism and other poison
  454  related purposes.
  455         (47)(48) LIVE THE DREAM LICENSE PLATES.—
  456         (a) The department shall develop a Live the Dream license
  457  plate as provided in this section. Live the Dream license plates
  458  must bear the colors and design approved by the department. The
  459  word “Florida” must appear at the top of the plate, and the
  460  words “Live the Dream” must appear at the bottom of the plate.
  461         (b) The proceeds of the annual use fee shall be distributed
  462  to the Dream Foundation, Inc., to The Dream Foundation, Inc.,
  463  shall retain the first $60,000 in proceeds from the annual use
  464  fees as reimbursement for administrative costs, startup costs,
  465  and costs incurred in the approval process. Thereafter, up to 25
  466  percent shall be used for continuing promotion and marketing of
  467  the license plate and concept. The remaining funds shall be used
  468  in the following manner:
  469         1.Up to 5 percent may be used to administer, promote, and
  470  market the license plate.
  471         2.1.At least 60 Twenty-five percent shall be distributed
  472  equally among the sickle cell organizations that are Florida
  473  members of the Sickle Cell Disease Association of America, Inc.,
  474  for programs that provide research, care, and treatment for
  475  sickle cell disease.
  476         2. Twenty-five percent shall be distributed to the Florida
  477  chapter of the March of Dimes for programs and services that
  478  improve the health of babies through the prevention of birth
  479  defects and infant mortality.
  480         3. Ten percent shall be distributed to the Florida
  481  Association of Healthy Start Coalitions to decrease racial
  482  disparity in infant mortality and to increase healthy birth
  483  outcomes. Funding will be used by local Healthy Start Coalitions
  484  to provide services and increase screening rates for high-risk
  485  pregnant women, children under 4 years of age, and women of
  486  childbearing age.
  487         3.4.At least 30 Ten percent shall be distributed to
  488  Chapman the Community Partnership for Homeless, Inc., for
  489  programs that provide relief from poverty, hunger, and
  490  homelessness.
  491         4.Up to 5 percent may be distributed by the department on
  492  behalf of the Dream Foundation, Inc., to the Martin Luther King,
  493  Jr., Center for Nonviolent Social Change, Inc., as a royalty for
  494  the use of the image of Dr. Martin Luther King, Jr.
  495         5. Five percent of the proceeds shall be used by the
  496  foundation for administrative costs directly associated with
  497  operations as they relate to the management and distribution of
  498  the proceeds.
  499         (57) DONATE ORGANS-PASS IT ON LICENSE PLATES.—
  500         (a) The department shall develop a Donate Organs-Pass It On
  501  license plate as provided in this section. The word “Florida”
  502  must appear at the top of the plate, and the words “Donate
  503  Organs-Pass It On” must appear at the bottom of the plate.
  504         (b) The annual use fees shall be distributed to Transplant
  505  Foundation, Inc., and shall use up to 10 percent of the proceeds
  506  from the annual use fee for marketing and administrative costs
  507  that are directly associated with the management and
  508  distribution of the proceeds. The remaining proceeds shall be
  509  used to provide statewide grants for patient services, including
  510  preoperative, rehabilitative, and housing assistance; organ
  511  donor education and awareness programs; and statewide medical
  512  research.
  513         (63)(65) LIGHTHOUSE ASSOCIATION LICENSE PLATES.—
  514         (a) The department shall develop a Lighthouse Association
  515  license plate as provided in this section. The word “Florida”
  516  must appear at the top of the plate, and the words
  517  “SaveOurLighthouses.org Visit Our Lights” must appear at the
  518  bottom of the plate.
  519         (b) The annual use fees must shall be distributed to the
  520  Florida Lighthouse Association, Inc., which may use a maximum of
  521  10 percent of the proceeds to promote and market the plates. The
  522  remaining proceeds must shall be used by the association to fund
  523  the preservation, restoration, and protection of the 29 historic
  524  lighthouses remaining in the state.
  525         (64)(66) IN GOD WE TRUST LICENSE PLATES.—
  526         (b) The license plate annual use fees shall be distributed
  527  to the In God We Trust Foundation, Inc., which may use a maximum
  528  of 10 percent of the fees to offset administrative costs,
  529  marketing, and promotion of the plate, and the balance of the
  530  fees to address the needs of the military community and the
  531  needs of the public safety community, to provide educational
  532  grants and scholarships to foster self-reliance and stability in
  533  Florida’s children, and to provide education in public and
  534  private schools regarding the historical significance of
  535  religion in American and Florida history to fund educational
  536  scholarships for the children of Florida residents who are
  537  members of the United States Armed Forces, the National Guard,
  538  and the United States Armed Forces Reserve and for the children
  539  of public safety employees who have died in the line of duty who
  540  are not covered by existing state law. Funds shall also be
  541  distributed to other s. 501(c)(3) organizations that may apply
  542  for grants and scholarships and to provide educational grants to
  543  public and private schools to promote the historical and
  544  religious significance of American and Florida history. The In
  545  God We Trust Foundation, Inc., shall distribute the license
  546  plate annual use fees in the following manner:
  547         1. The In God We Trust Foundation, Inc., shall retain all
  548  revenues from the sale of such plates until all startup costs
  549  for developing and establishing the plate have been recovered.
  550         2. Ten percent of the funds received by the In God We Trust
  551  Foundation, Inc., shall be expended for administrative costs,
  552  promotion, and marketing of the license plate directly
  553  associated with the operations of the In God We Trust
  554  Foundation, Inc.
  555         3. All remaining funds shall be expended by the In God We
  556  Trust Foundation, Inc., for programs.
  557         (69) ST. JOHNS RIVER LICENSE PLATES.—
  558         (a) The department shall develop a St. Johns River license
  559  plate as provided in this section. The St. Johns River license
  560  plates must bear the colors and design approved by the
  561  department. The word “Florida” must appear at the top of the
  562  plate, and the words “St. Johns River” must appear at the bottom
  563  of the plate.
  564         (b) The requirements of s. 320.08053 must be met prior to
  565  the issuance of the plate. Thereafter, the license plate annual
  566  use fees shall be distributed to the St. Johns River Alliance,
  567  Inc., a s. 501(c)(3) nonprofit organization, which shall
  568  administer the fees as follows:
  569         1. The St. Johns River Alliance, Inc., shall retain the
  570  first $60,000 of the annual use fees as direct reimbursement for
  571  administrative costs, startup costs, and costs incurred in the
  572  development and approval process. Thereafter, up to 10 percent
  573  of the annual use fee revenue may be used for administrative
  574  costs directly associated with education programs, conservation,
  575  research, and grant administration of the organization, and up
  576  to 10 percent may be used for promotion and marketing of the
  577  specialty license plate.
  578         2. At least 30 percent of the fees shall be available for
  579  competitive grants for targeted community-based or county-based
  580  research or projects for which state funding is limited or not
  581  currently available. The remaining 50 percent shall be directed
  582  toward community outreach and access programs. The competitive
  583  grants shall be administered and approved by the board of
  584  directors of the St. Johns River Alliance, Inc. A grant advisory
  585  committee shall be composed of six members chosen by the St.
  586  Johns River Alliance board members.
  587         3. Any remaining funds shall be distributed with the
  588  approval of and accountability to the board of directors of the
  589  St. Johns River Alliance, Inc., and shall be used to support
  590  activities contributing to education, outreach, and springs
  591  conservation.
  592         (70) HISPANIC ACHIEVERS LICENSE PLATES.—
  593         (a) Notwithstanding the requirements of s. 320.08053, the
  594  department shall develop a Hispanic Achievers license plate as
  595  provided in this section. The plate must bear the colors and
  596  design approved by the department. The word “Florida” must
  597  appear at the top of the plate, and the words “Hispanic
  598  Achievers” must appear at the bottom of the plate.
  599         (b) The proceeds from the license plate annual use fee
  600  shall be distributed to National Hispanic Corporate Achievers,
  601  Inc., a nonprofit corporation under s. 501(c)(3) of the Internal
  602  Revenue Code, to fund grants to nonprofit organizations to
  603  operate programs and provide scholarships and for marketing the
  604  Hispanic Achievers license plate. National Hispanic Corporate
  605  Achievers, Inc., shall establish a Hispanic Achievers Grant
  606  Council that shall provide recommendations for statewide grants
  607  from available Hispanic Achievers license plate proceeds to
  608  nonprofit organizations for programs and scholarships for
  609  Hispanic and minority Floridians. National Hispanic Corporate
  610  Achievers, Inc., shall also establish a Hispanic Achievers
  611  License Plate Fund. Moneys in the fund shall be used by the
  612  grant council as provided in this paragraph. All funds received
  613  under this subsection must be used in this state.
  614         (c) National Hispanic Corporate Achievers, Inc., may retain
  615  all proceeds from the annual use fee until documented startup
  616  costs for developing and establishing the plate have been
  617  recovered. Thereafter, the proceeds from the annual use fee
  618  shall be used as follows:
  619         1. Up to 5 percent of the proceeds may be used for the cost
  620  of administration of the Hispanic Achievers License Plate Fund,
  621  the Hispanic Achievers Grant Council, and related matters.
  622         2. Funds may be used as necessary for annual audit or
  623  compliance affidavit costs.
  624         3. Up to 20 percent of the proceeds may be used to market
  625  and promote the Hispanic Achievers license plate.
  626         4. Twenty-five percent of the proceeds shall be used by the
  627  Hispanic Corporate Achievers, Inc., located in Seminole County,
  628  for grants.
  629         5. The remaining proceeds shall be available to the
  630  Hispanic Achievers Grant Council to award grants for services,
  631  programs, or scholarships for Hispanic and minority individuals
  632  and organizations throughout Florida. All grant recipients must
  633  provide to the Hispanic Achievers Grant Council an annual
  634  program and financial report regarding the use of grant funds.
  635  Such reports must be available to the public.
  636         (d) Effective July 1, 2014, the Hispanic Achievers license
  637  plate will shift into the presale voucher phase, as provided in
  638  s. 320.08053(2)(b). National Hispanic Corporate Achievers, Inc.,
  639  shall have 24 months to record a minimum of 1,000 sales. Sales
  640  include existing active plates and vouchers sold subsequent to
  641  July 1, 2014. During the voucher period, new plates may not be
  642  issued, but existing plates may be renewed. If, at the
  643  conclusion of the 24-month presale period, the requirement of a
  644  minimum of 1,000 sales has been met, the department shall resume
  645  normal distribution of the Hispanic Achievers license plate. If,
  646  after 24 months, the minimum of 1,000 sales has not been met,
  647  the department shall discontinue the Hispanic Achievers license
  648  plate. This subsection is repealed June 30, 2016.
  649         (76)(80) FALLEN LAW ENFORCEMENT OFFICERS LICENSE PLATES.—
  650         (b) The annual use fees must shall be distributed to the
  651  Police and Kids Foundation, Inc., which may use up to a maximum
  652  of 10 percent of the proceeds for marketing to promote and
  653  market the plate. All remaining proceeds must be distributed to
  654  and used by the Police and Kids Foundation, Inc., for its
  655  operations, activities, programs, and projects The remainder of
  656  the proceeds shall be used by the Police and Kids Foundation,
  657  Inc., to invest and reinvest, and the interest earnings shall be
  658  used for the operation of the Police and Kids Foundation, Inc.
  659         (80) DUCKS UNLIMITED LICENSE PLATES.—
  660         (a)The department shall develop a Ducks Unlimited license
  661  plate as provided in this section and s. 320.08053. Ducks
  662  Unlimited license plates must bear the colors and design
  663  approved by the department. The word “Florida” must appear at
  664  the top of the plate, and the words “Conserving Florida
  665  Wetlands” must appear at the bottom of the plate.
  666         (b)The annual use fees from the sale of the plate must be
  667  distributed to Ducks Unlimited, Inc., a nonprofit corporation
  668  under s. 501(c)(3) of the Internal Revenue Code, to be used as
  669  follows:
  670         1.Up to 5 percent may be used for administrative costs and
  671  the marketing of the plate.
  672         2.At least 95 percent must be used in this state to
  673  support the mission and efforts of Ducks Unlimited, Inc., to
  674  conserve, restore, and manage Florida wetlands and associated
  675  habitats for the benefit of waterfowl, other wildlife, and
  676  people.
  677         (81)DAN MARINO CAMPUS LICENSE PLATES.—
  678         (a)The department shall develop a Dan Marino Campus
  679  license plate as provided in this section and s. 320.08053. The
  680  plate must bear the colors and design approved by the
  681  department. The word “Florida” must appear at the top of the
  682  plate, and the words “Marino Campus” must appear at the bottom
  683  of the plate.
  684         (b)The annual use fees from the sale of the plate must be
  685  distributed to the Dan Marino Foundation, a Florida nonprofit
  686  corporation, which may use up to 10 percent of such fees for
  687  administrative costs and the marketing of the plate. The balance
  688  of the fees must be used by the Dan Marino Foundation to assist
  689  Floridians with developmental disabilities in becoming employed,
  690  independent, and productive and to promote and fund education
  691  scholarships and awareness of these services.
  692         (82) DONATE LIFE FLORIDA LICENSE PLATES.—
  693         (a) The department shall develop a Donate Life Florida
  694  license plate as provided in this section and s. 320.08053. The
  695  plate must bear the colors and design approved by the
  696  department. The word “Florida” must appear at the top of the
  697  plate, and the words “Donors Save Lives” must appear at the
  698  bottom of the plate.
  699         (b) The annual use fees from the sale of the plate must be
  700  distributed to Donate Life Florida, which may use up to 10
  701  percent of the proceeds for marketing and administrative costs.
  702  The remaining proceeds must be used by Donate Life Florida to
  703  educate Florida residents on the importance of organ, tissue,
  704  and eye donation and for the continued maintenance of the Joshua
  705  Abbott Organ and Tissue Donor Registry.
  706         (83) FLORIDA STATE BEEKEEPERS ASSOCIATION LICENSE PLATES.—
  707         (a) The department shall develop a Florida State Beekeepers
  708  Association license plate as provided in this section and s.
  709  320.08053. The plate must bear the colors and design approved by
  710  the department. The word “Florida” must appear at the top of the
  711  plate, and the words “Save the Bees” must appear at the bottom
  712  of the plate.
  713         (b) The annual use fees must be distributed to the Florida
  714  State Beekeepers Association, a Florida nonprofit corporation.
  715  The Florida State Beekeepers Association may use up to 18
  716  percent of the annual use fees for:
  717         1. Direct reimbursement for administrative costs, startup
  718  costs, and costs incurred in the development and approval
  719  process of the license plate. All vendors associated with the
  720  administrative costs must be selected by competitive bid.
  721         2. Promotion and marketing costs of the license plate.
  722         (c) The remaining funds must be distributed to the Florida
  723  State Beekeepers Association and used to raise awareness of the
  724  importance of beekeeping to Florida agriculture by funding
  725  honeybee research, education, outreach, and husbandry. The
  726  Florida State Beekeepers Association board of managers shall
  727  approve, and is accountable for, all such expenditures.
  728         (84) AMERICA THE BEAUTIFUL LICENSE PLATES.—
  729         (a) The department shall develop an America the Beautiful
  730  license plate as provided in this section and s. 320.08053. The
  731  word “Florida” must appear at the top of the plate, and the
  732  words “America the Beautiful” must appear at the bottom of the
  733  plate.
  734         (b) The annual use fees from the plate must be distributed
  735  to the America the Beautiful Fund as follows: 15 percent to
  736  offset administrative costs, marketing, and promotion of the
  737  plate and the remaining 85 percent for projects and programs
  738  teaching character, leadership, and service to Florida youth;
  739  the provision of supportive services and assistance to members
  740  of the military community; outdoor education advancing the ideal
  741  of self-sufficiency; wildlife conservation, including imperiled
  742  and managed species; the maintenance of historic or culturally
  743  important sites, buildings, structures, or objects; and the
  744  development and modification of playgrounds, recreational areas,
  745  or other outdoor amenities, including disability access.
  746         (85)BEAT CHILDHOOD CANCER LICENSE PLATES.—
  747         (a)The department shall develop a Beat Childhood Cancer
  748  license plate as provided in this section and s. 320.08053. The
  749  plate must bear the colors and design approved by the
  750  department. The word “Florida” must appear at the top of the
  751  plate, and the words “Beat Childhood Cancer” must appear at the
  752  bottom of the plate.
  753         (b)The annual use fees from the sale of the plate shall be
  754  distributed as follows:
  755         1.Eighty percent shall be distributed to Beat Nb, Inc.,
  756  which may use up to 10 percent of the proceeds for
  757  administrative costs directly associated with the operation of
  758  the corporation and for marketing and promoting the plate. The
  759  remaining proceeds shall be used by the corporation to fund
  760  pediatric cancer treatment and research.
  761         2.Twenty percent shall be distributed to No Kid Should
  762  Know Cancer, Inc., a nonprofit corporation under s. 501(c)(3) of
  763  the Internal Revenue Code, which may use up to 5 percent of the
  764  proceeds for administrative costs and for the marketing of the
  765  plate. The balance of the fees shall be used by No Kid Should
  766  Know Cancer, Inc., to:
  767         a.Support families who have a child recently diagnosed
  768  with cancer;
  769         b.Hold events that raise awareness about childhood cancer;
  770  and
  771         c.Support clinical trials that work to provide better
  772  treatment plans for children diagnosed with cancer and,
  773  ultimately, a better prognosis.
  774         (86)UNIVERSITY OF ALABAMA LICENSE PLATES.—
  775         (a)The department shall develop a University of Alabama
  776  license plate as provided in this section and s. 320.08053. The
  777  plate must bear the colors and design approved by the
  778  department. The word “Florida” must appear at the top of the
  779  plate, and the words “Roll Tide” must appear at the bottom of
  780  the plate.
  781         (b)The annual use fees from the sale of the plate shall be
  782  distributed to the Pensacola Bama Club, which must use the
  783  proceeds for the purpose of awarding scholarships to Florida
  784  residents attending the University of Alabama. The proceeds must
  785  be deposited in the endowment required in s. 320.08056(12).
  786  Students receiving these scholarships must be eligible for the
  787  Florida Bright Futures Scholarship Program pursuant to s.
  788  1009.531 and shall use the scholarship funds for tuition and
  789  other expenses related to attending the University of Alabama.
  790         (87)ROTARY LICENSE PLATES.—
  791         (a)The department shall develop a Rotary license plate as
  792  provided in this section and s. 320.08053. The plate must bear
  793  the colors and design approved by the department. The word
  794  “Florida” must appear at the top of the plate, and the word
  795  “Rotary” must appear on the bottom of the plate. The license
  796  plate must bear the Rotary International wheel emblem.
  797         (b)The annual use fees shall be distributed to the
  798  Community Foundation of Tampa Bay, Inc., to be used as follows:
  799         1.Up to 10 percent may be used for administrative costs
  800  and for marketing of the plate.
  801         2.Ten percent shall be distributed to Rotary’s Camp
  802  Florida for direct support to all programs and services provided
  803  to children with special needs who attend the camp.
  804         3.The remainder shall be distributed, proportionally based
  805  on sales, to each Rotary district in the state in support of
  806  Rotary youth programs in Florida.
  807         (88)FLORIDA BAY FOREVER LICENSE PLATES.—
  808         (a)The department shall develop a Florida Bay Forever
  809  license plate as provided in this section and s. 320.08053. The
  810  plate must bear the colors and design approved by the
  811  department. The word “Florida” must appear at the top of the
  812  plate, and the words “Florida Bay Forever” must appear at the
  813  bottom of the plate.
  814         (b)The annual use fees from the sale of the plate shall be
  815  distributed to the Florida National Park Association, Inc.,
  816  which may use up to 10 percent of the proceeds for
  817  administrative costs and marketing of the plate. The remainder
  818  of the funds shall be used to supplement the Everglades National
  819  Park’s budgets and to support educational, interpretive,
  820  historical, and scientific research relating to the Everglades
  821  National Park.
  822         (89)BONEFISH AND TARPON TRUST LICENSE PLATES.—
  823         (a)The department shall develop a Bonefish and Tarpon
  824  Trust license plate as provided in this section and s.
  825  320.08053. The plate must bear the colors and design approved by
  826  the department. The word “Florida” must appear at the top of the
  827  plate, and the words “Bonefish and Tarpon Trust” must appear at
  828  the bottom of the plate.
  829         (b)The annual use fees from the sale of the plate shall be
  830  distributed to the Bonefish and Tarpon Trust, which may use up
  831  to 10 percent of the proceeds to promote and market the license
  832  plate. The remainder of the proceeds shall be used to conserve
  833  and enhance Florida bonefish and tarpon fisheries and their
  834  respective environments through stewardship, research,
  835  education, and advocacy.
  836         (90)MEDICAL PROFESSIONALS WHO CARE LICENSE PLATES.—
  837         (a)The department shall develop a Medical Professionals
  838  Who Care license plate as provided in this section and s.
  839  320.08053. The plate must bear the colors and design approved by
  840  the department. The word “Florida” must appear at the top of the
  841  plate, and the words “Medical Professionals Who Care” must
  842  appear at the bottom of the plate.
  843         (b)The annual use fees from the sale of the plate shall be
  844  distributed to Florida Benevolent Group, Inc., a Florida
  845  nonprofit corporation, which may use up to 10 percent of such
  846  fees for administrative costs, marketing, and promotion of the
  847  plate. The remainder of the revenues shall be used by Florida
  848  Benevolent Group, Inc., to assist low-income individuals in
  849  obtaining a medical education and career through scholarships,
  850  support, and guidance.
  851         (91)UNIVERSITY OF GEORGIA LICENSE PLATES.—
  852         (a)The department shall develop a University of Georgia
  853  license plate as provided in this section and s. 320.08053. The
  854  plate must bear the colors and design approved by the
  855  department. The word “Florida” must appear at the top of the
  856  plate, and the words “The University of Georgia” must appear at
  857  the bottom of the plate.
  858         (b)The annual use fees from the sale of the plate shall be
  859  distributed to the Georgia Bulldog Club of Jacksonville, which
  860  must use the proceeds for the purpose of awarding scholarships
  861  to Florida residents attending the University of Georgia. The
  862  proceeds must be deposited in the endowment required in s.
  863  320.08056(12). Students receiving these scholarships must be
  864  eligible for the Florida Bright Futures Scholarship Program
  865  pursuant to s. 1009.531 and shall use the scholarship funds for
  866  tuition and other expenses related to attending the University
  867  of Georgia.
  868         (92)HIGHWAYMEN LICENSE PLATES.—
  869         (a)The department shall develop a Highwaymen license plate
  870  as provided in this section and s. 320.08053. The plate must
  871  bear the colors and design approved by the department. The word
  872  “Florida” must appear at the top of the plate, and the word
  873  “Highwaymen” must appear at the bottom of the plate.
  874         (b)The annual use fees shall be distributed to the City of
  875  Fort Pierce, subject to a city resolution designating the city
  876  as the fiscal agent of the license plate. The city may use up to
  877  10 percent of the fees for administrative costs and marketing of
  878  the plate and shall use the remainder of the fees as follows:
  879         1.Before completion of construction of the Highwaymen
  880  Museum and African-American Cultural Center, the city shall
  881  distribute at least 15 percent to the St. Lucie Education
  882  Foundation, Inc., to fund art education and art projects in
  883  public schools within St. Lucie County. The remainder of the
  884  fees shall be used by the city to fund the construction of the
  885  Highwaymen Museum and African-American Cultural Center.
  886         2.Upon completion of construction of the Highwaymen Museum
  887  and African-American Cultural Center, the city shall distribute
  888  at least 10 percent to the St. Lucie Education Foundation, Inc.,
  889  to fund art education and art projects in public schools within
  890  St. Lucie County. The remainder of the fees shall be used by the
  891  city to fund the day-to-day operations of the Highwaymen Museum
  892  and African-American Cultural Center.
  893         (93)ORLANDO CITY SOCCER CLUB LICENSE PLATES.—
  894         (a)The department shall develop an Orlando City Soccer
  895  Club license plate as provided in paragraph (9)(a).
  896         (b)The annual use fees from the sale of the plate shall be
  897  distributed and used as provided in paragraph (9)(b).
  898         (94)COASTAL CONSERVATION ASSOCIATION LICENSE PLATES.—
  899         (a)The department shall develop a Coastal Conservation
  900  Association license plate as provided in this section and s.
  901  320.08053. The plate must bear the colors and design approved by
  902  the department. The word “Florida” must appear at the top of the
  903  plate, and the words “Conserve Florida’s Fisheries” must appear
  904  at the bottom of the plate.
  905         (b)The annual use fees from the sale of the plate shall be
  906  distributed to Coastal Conservation Association Florida, a
  907  nonprofit corporation under s. 501(c)(3) of the Internal Revenue
  908  Code, to be used as follows:
  909         1.Up to 10 percent of the proceeds may be used for
  910  administrative costs.
  911         2.Up to 10 percent of the proceeds may be used to promote
  912  and market the plate.
  913         3.The remainder of the proceeds shall be used to support
  914  the mission and efforts of Coastal Conservation Association
  915  Florida for habitat enhancement and restoration, saltwater
  916  fisheries conservation, and education; to advise the public on
  917  the conservation of marine resources; and to promote and enhance
  918  the present and future availability of those coastal resources
  919  for the benefit and enjoyment of the general public.
  920         (95) BLUE ANGELS LICENSE PLATES.—
  921         (a) The department shall develop a Blue Angels license
  922  plate as provided in this section and s. 320.08053. The plate
  923  must bear the colors and design approved by the department. The
  924  word “Florida” must appear at the top of the plate, and the
  925  words “Home of the Blue Angels” must appear at the bottom of the
  926  plate.
  927         (b) The annual use fees from the sale of the plate shall be
  928  distributed to the Naval Aviation Museum Foundation, a nonprofit
  929  Florida corporation under s. 501(c)(3) of the Internal Revenue
  930  Code, to fund the maintenance, programs, marketing, and projects
  931  of the foundation, including the National Naval Aviation Museum
  932  and the National Flight Academy in Pensacola. Up to 15 percent
  933  of the funds received by the Naval Aviation Museum Foundation
  934  may be used for marketing of the plate and costs directly
  935  associated with the administration of the foundation. The Naval
  936  Aviation Museum Foundation shall distribute 50 percent of the
  937  funds to eligible programs and projects associated with the
  938  National Flight Academy and the remainder of the funds to
  939  eligible programs and projects associated with the National
  940  Naval Aviation Museum.
  941         (96) PALM BEACH ZOO AND CONSERVATION SOCIETY LICENSE
  942  PLATES.—
  943         (a) The department shall develop a Palm Beach Zoo and
  944  Conservation Society license plate as provided in this section
  945  and s. 320.08053. Palm Beach Zoo and Conservation Society
  946  license plates must bear the colors and design approved by the
  947  department. The word “Florida” must appear at the top of the
  948  plate, and the words “Palm Beach Zoo and Conservation Society”
  949  must appear at the bottom of the plate.
  950         (b) The license plate annual use fees shall be distributed
  951  to the Palm Beach Zoo and Conservation Society to fund
  952  educational programs for students in pre-K through grade 12,
  953  conservation projects to protect endangered or threatened
  954  species, and services for the health and welfare of animals in
  955  the zoo’s care. The Palm Beach Zoo and Conservation Society may
  956  retain all revenue from the annual use fees until all startup
  957  costs for developing and establishing the plate have been
  958  recovered. Thereafter, up to 10 percent of the annual use fee
  959  revenue may be used for promotion and marketing of the specialty
  960  license plate and administrative costs directly associated with
  961  the programs of the society and the specialty license plate.
  962         (97) ETHICAL ECOTOURISM LICENSE PLATES.—
  963         (a) The department shall develop an Ethical Ecotourism
  964  license plate as provided in this section and s. 320.08053. The
  965  word “Florida” must appear at the top of the plate, and words
  966  that are approved by the department must appear at the bottom of
  967  the plate.
  968         (b) The annual use fees from the sale of the plate must be
  969  distributed equally between the Florida Society for Ethical
  970  Ecotourism and Paddle Florida, Inc., each of which may use up to
  971  10 percent of such proceeds for administrative costs and the
  972  marketing of the plate. The remaining proceeds must be used by
  973  the Florida Society for Ethical Ecotourism to provide
  974  environmental education and awareness that encourage behaviors
  975  that contribute to the sustainability of Florida’s natural
  976  ecosystems and resources, and by Paddle Florida, Inc., to raise
  977  awareness about water conservation, wildlife preservation,
  978  restoration of springs, and protection of waterways in this
  979  state.
  980         (98) KNIGHTS OF COLUMBUS LICENSE PLATES.—
  981         (a)The department shall develop a Knights of Columbus
  982  license plate as provided in this section and s. 320.08053. The
  983  plate must bear the colors and design approved by the
  984  department. The word “Florida” must appear at the top of the
  985  plate, and the words “In God We Trust” must appear at the bottom
  986  of the plate.
  987         (b)The license plate annual use fees shall be distributed
  988  to Florida K of C Charities, Inc., which may use a maximum of 10
  989  percent of the proceeds to promote and market the plate. The
  990  remainder of the proceeds shall be used by Florida K of C
  991  Charities, Inc., a Knights of Columbus organization under s.
  992  501(c)(3) of the Internal Revenue Code, to fund its charitable
  993  activities, including, but not limited to, the Christian Refugee
  994  Relief Fund, disaster relief, Ultrasound Initiative, Food for
  995  Families, and Coats for Kids.
  996         (99) DAUGHTERS OF THE AMERICAN REVOLUTION LICENSE PLATES.—
  997         (a) The department shall develop a Daughters of the
  998  American Revolution license plate as provided in this section
  999  and s. 320.08053. The plate must bear the colors and design
 1000  approved by the department. The word “Florida” must appear at
 1001  the top of the plate, and the word “Daughters of the American
 1002  Revolution” must appear at the bottom of the plate.
 1003         (b) The annual use fees from the sale of the plate shall be
 1004  distributed to the Daughters of the American Revolution, a
 1005  nonprofit organization under s. 501(c)(3) of the Internal
 1006  Revenue Code. Up to 10 percent of the proceeds may be used for
 1007  the promotion and marketing of the plate. The remainder of the
 1008  proceeds shall be used within this state by the Daughters of the
 1009  American Revolution, a nonpolitical volunteer women’s service
 1010  organization, to promote patriotism, preserve American history,
 1011  and secure America’s future through educational programs for
 1012  local public and private K-12 students and scholarships and
 1013  other educational funding for underprivileged children.
 1014         (100) GUARDIAN AD LITEM LICENSE PLATES.—
 1015         (a) The department shall develop a Guardian Ad Litem
 1016  license plate as provided in this section and s. 320.08053. The
 1017  plate must bear the colors and design approved by the
 1018  department. The word “Florida” must appear at the top of the
 1019  plate, and the words “Heartfelt Child Advocacy” must appear at
 1020  the bottom of the plate.
 1021         (b) The annual use fees from the sale of the plate shall be
 1022  distributed to the Florida Guardian Ad Litem Foundation, Inc., a
 1023  direct-support organization and a nonprofit corporation under s.
 1024  501(c)(3) of the Internal Revenue Code. Up to 10 percent of the
 1025  proceeds may be used for administrative costs and the marketing
 1026  of the plate. The remainder of the proceeds must be used in this
 1027  state to support the mission and efforts of the statewide
 1028  Guardian Ad Litem Program to recruit and retain volunteer child
 1029  advocates, meet the unique needs of dependent children, and
 1030  promote awareness of the mission.
 1031         (101) JUMBO SHRIMP LICENSE PLATES.—
 1032         (a) The department shall develop a Jumbo Shrimp license
 1033  plate as provided in this section and s. 320.08053. The plate
 1034  must bear the colors and design approved by the department. The
 1035  word “Florida” must appear at the top of the plate, and the word
 1036  “Jumbo Shrimp” must appear at the bottom of the plate.
 1037         (b) The annual use fees from the sale of the plate shall be
 1038  distributed to St. Johns Riverkeeper, a nonprofit organization
 1039  under s. 501(c)(3) of the Internal Revenue Code. Up to 10
 1040  percent of the proceeds may be used for the promotion and
 1041  marketing of the plate. The remainder of the proceeds shall be
 1042  used by St. Johns Riverkeeper for programs and activities
 1043  related to fulfilling its mission to protect and restore the
 1044  health of the St. Johns River.
 1045         (102)OMEGA PSI PHI FRATERNITY LICENSE PLATES.—
 1046         (a)The department shall develop an Omega Psi Phi
 1047  Fraternity license plate as provided in this section and s.
 1048  320.08053. The plate must bear the colors and design approved by
 1049  the department. The word “Florida” must appear at the top of the
 1050  plate, and the words “Omega Psi Phi” must appear at the bottom
 1051  of the plate.
 1052         (b)The annual use fees from the sale of the plate shall be
 1053  distributed to the State of Florida Omega Friendship Foundation,
 1054  Inc., to be used as follows:
 1055         1.Five percent shall be used solely for marketing of the
 1056  Omega Psi Phi Fraternity license plate.
 1057         2.Ninety-five percent shall be used for college
 1058  scholarships for Florida residents attending historically black
 1059  colleges and universities in this state.
 1060         (103)DELTA SIGMA THETA SORORITY LICENSE PLATES.—
 1061         (a)The department shall develop a Delta Sigma Theta
 1062  Sorority license plate as provided in this section and s.
 1063  320.08053. The plate must bear the colors and design approved by
 1064  the department. The word “Florida” must appear at the top of the
 1065  plate, and the words “Delta Sigma Theta” must appear at the
 1066  bottom of the plate.
 1067         (b)The annual use fees from the sale of the plate shall be
 1068  distributed to the Delta Research and Educational Foundation,
 1069  Inc., to be used as follows:
 1070         1.Five percent shall be used solely for marketing of the
 1071  Delta Sigma Theta Sorority license plate.
 1072         2.Ninety-five percent shall be used for college
 1073  scholarships for Florida residents attending historically black
 1074  colleges and universities in this state.
 1075         (104)SIGMA GAMMA RHO SORORITY LICENSE PLATES.—
 1076         (a)The department shall develop a Sigma Gamma Rho Sorority
 1077  license plate as provided in this section and s. 320.08053. The
 1078  plate must bear the colors and design approved by the
 1079  department. The word “Florida” must appear at the top of the
 1080  plate, and the words “Sigma Gamma Rho” must appear at the bottom
 1081  of the plate.
 1082         (b)The annual use fees from the sale of the plate shall be
 1083  distributed to the Department of Education to be used for the
 1084  Mary McLeod Bethune Scholarship Program in accordance with s.
 1085  1009.73.
 1086         (105)KAPPA ALPHA PSI FRATERNITY LICENSE PLATES.—
 1087         (a)The department shall develop a Kappa Alpha Psi
 1088  Fraternity license plate as provided in this section and s.
 1089  320.08053. The plate must bear the colors and design approved by
 1090  the department. The word “Florida” must appear at the top of the
 1091  plate, and the words “Kappa Alpha Psi” must appear at the bottom
 1092  of the plate.
 1093         (b)The annual use fees from the sale of the plate shall be
 1094  distributed to the Southern Province of Kappa Alpha Psi
 1095  Foundation, Inc., to be used as follows:
 1096         1.Five percent shall be used solely for marketing of the
 1097  Kappa Alpha Psi Fraternity license plate.
 1098         2.Ninety-five percent shall be used for college
 1099  scholarships for Florida residents attending historically black
 1100  colleges and universities in this state.
 1101         (106)ALPHA KAPPA ALPHA SORORITY LICENSE PLATES.—
 1102         (a)The department shall develop an Alpha Kappa Alpha
 1103  Sorority license plate as provided in this section and s.
 1104  320.08053. The plate must bear the colors and design approved by
 1105  the department. The word “Florida” must appear at the top of the
 1106  plate, and the words “Alpha Kappa Alpha” must appear at the
 1107  bottom of the plate.
 1108         (b)The annual use fees from the sale of the plate shall be
 1109  distributed to the Alpha Kappa Alpha Educational Advancement
 1110  Foundation, Inc., to be used as follows:
 1111         1.Five percent shall be used solely for marketing of the
 1112  Alpha Kappa Alpha Sorority license plate.
 1113         2.Ninety-five percent shall be used for college
 1114  scholarships for Florida residents attending historically black
 1115  colleges and universities in this state.
 1116         (107)ALPHA PHI ALPHA FRATERNITY LICENSE PLATES.—
 1117         (a)The department shall develop an Alpha Phi Alpha
 1118  Fraternity license plate as provided in this section and s.
 1119  320.08053. The plate must bear the colors and design approved by
 1120  the department. The word “Florida” must appear at the top of the
 1121  plate, and the words “Alpha Phi Alpha” must appear at the bottom
 1122  of the plate.
 1123         (b)The annual use fees from the sale of the plate shall be
 1124  distributed to the JC Rawls - FFAC Foundation, Inc., to be used
 1125  as follows:
 1126         1.Five percent shall be used solely for marketing of the
 1127  Alpha Phi Alpha Fraternity license plate.
 1128         2.Ninety-five percent shall be used for college
 1129  scholarships for Florida residents attending historically black
 1130  colleges and universities in this state.
 1131         (108)ZETA PHI BETA SORORITY LICENSE PLATES.—
 1132         (a)The department shall develop a Zeta Phi Beta Sorority
 1133  license plate as provided in this section and s. 320.08053. The
 1134  plate must bear the colors and design approved by the
 1135  department. The word “Florida” must appear at the top of the
 1136  plate, and the words “Zeta Phi Beta” must appear at the bottom
 1137  of the plate.
 1138         (b)The annual use fees from the sale of the plate shall be
 1139  distributed to the Department of Education to be used for the
 1140  Mary McLeod Bethune Scholarship Program in accordance with s.
 1141  1009.73.
 1142         (109)PHI BETA SIGMA FRATERNITY LICENSE PLATES.—
 1143         (a)The department shall develop a Phi Beta Sigma
 1144  Fraternity license plate as provided in this section and s.
 1145  320.08053. The plate must bear the colors and design approved by
 1146  the department. The word “Florida” must appear at the top of the
 1147  plate, and the words “Phi Beta Sigma” must appear at the bottom
 1148  of the plate.
 1149         (b)The annual use fees from the sale of the plate shall be
 1150  distributed to the Department of Education to be used for the
 1151  Mary McLeod Bethune Scholarship Program in accordance with s.
 1152  1009.73.
 1153         (110)IOTA PHI THETA FRATERNITY LICENSE PLATES.—
 1154         (a)The department shall develop an Iota Phi Theta
 1155  Fraternity license plate as provided in this section and s.
 1156  320.08053. The plate must bear the colors and design approved by
 1157  the department. The word “Florida” must appear at the top of the
 1158  plate, and the words “Iota Phi Theta” must appear at the bottom
 1159  of the plate.
 1160         (b)The annual use fees from the sale of the plate shall be
 1161  distributed to the Department of Education to be used for the
 1162  Mary McLeod Bethune Scholarship Program in accordance with s.
 1163  1009.73.
 1164         (111) GOPHER TORTOISE LICENSE PLATES.—
 1165         (a)The department shall develop a Gopher Tortoise license
 1166  plate as provided in this section and s. 320.08053. The plate
 1167  must bear the colors and design approved by the department. The
 1168  word “Florida” must appear at the top of the plate, and the
 1169  words “Protect the Gopher Tortoise” must appear at the bottom of
 1170  the plate.
 1171         (b)The annual use fees from the sale of the plate shall be
 1172  distributed to Wildlands Conservation, Inc., a nonprofit
 1173  corporation under s. 501(c)(3) of the Internal Revenue Code, to
 1174  fund gopher tortoise and commensal species research, education,
 1175  and conservation, as well as upland habitat protection,
 1176  restoration, and management in this state. Up to 15 percent of
 1177  the funds received by Wildlands Conservation, Inc., may be used
 1178  for marketing of the plate and costs directly associated with
 1179  the administration of the gopher tortoise protection program.
 1180  Wildlands Conservation, Inc., shall use and distribute the funds
 1181  to eligible Florida-based scientific, conservation, and
 1182  educational organizations for gopher tortoise and upland habitat
 1183  research, conservation, and management.
 1184         (112) TREAD LIGHTLY OFF ROAD FLORIDA LICENSE PLATES.—
 1185         (a) The department shall develop a Tread Lightly Off Road
 1186  Florida license plate as provided in this section and s.
 1187  320.08053. The plate must bear the colors and design approved by
 1188  the department. The word “Florida” must appear at the top of the
 1189  plate, and the words “Tread Lightly” must appear at the bottom
 1190  of the plate.
 1191         (b) The annual use fees from the sale of the plate shall be
 1192  distributed to the Florida Off Road Foundation, Inc., a
 1193  nonprofit corporation under s. 501(c)(3) of the Internal Revenue
 1194  Code. Up to 10 percent of the funds may be used for marketing of
 1195  the plate, costs directly associated with creation of the plate,
 1196  and administrative costs related to distribution of proceeds,
 1197  including annual audit services and compliance affidavit costs.
 1198  The remainder of the funds shall be used by the Florida Off Road
 1199  Foundation, Inc., to fund qualified nonprofit organizations that
 1200  protect and preserve Florida’s natural off-road habitat; educate
 1201  Floridians about responsible use of the off-road environment;
 1202  support civilian volunteer programs to promote the use of off
 1203  road vehicles to assist law enforcement in situations such as
 1204  search and rescue; support organized cleanups, trail
 1205  maintenance, and restoration; or preserve Florida’s off-road
 1206  culture.
 1207         (113)ORLANDO UNITED LICENSE PLATES.—
 1208         (a)The department shall develop an Orlando United license
 1209  plate as provided in this section and s. 320.08053. The plate
 1210  must bear the colors and design approved by the department. The
 1211  word “Florida” must appear at the top of the plate, and the
 1212  words “Orlando United” must appear at the bottom of the plate.
 1213         (b) The annual use fees from the sale of the plate shall be
 1214  distributed as follows:
 1215         1.Five percent shall be distributed to the Mental Health
 1216  Association of Central Florida, Inc., to be used for marketing
 1217  of the license plate.
 1218         2.Thirty-one percent shall be distributed to the Mental
 1219  Health Association of Central Florida, Inc. Of this amount, up
 1220  to 5 percent may be used for administrative expenses, and the
 1221  remainder shall be used to offer free personalized counseling to
 1222  any person affected by the shooting at the Pulse nightclub in
 1223  Orlando on June 12, 2016.
 1224         3.Two percent shall be distributed to onePULSE Foundation,
 1225  a charitable, nonprofit organization under s. 501(c)(3) of the
 1226  Internal Revenue Code, to be used for marketing of the license
 1227  plate.
 1228         4.Thirty-one percent shall be distributed to onePULSE
 1229  Foundation. Of this amount, up to 5 percent may be used for
 1230  administrative expenses, and the remainder shall be used to
 1231  support the construction and maintenance of the onePULSE
 1232  Foundation Memorial.
 1233         5.Thirty-one percent shall be distributed to Two Spirit
 1234  Health Services, Inc. Of this amount, up to 5 percent may be
 1235  used for administrative expenses, and the remainder shall be
 1236  used to offer free personalized counseling to any person
 1237  affected by the shooting at the Pulse nightclub in Orlando on
 1238  June 12, 2016.
 1239         (114) FLORIDA NATIVE LICENSE PLATES.—
 1240         (a) The department shall develop a Florida Native license
 1241  plate as provided in this section and s. 320.08053. The word
 1242  “Florida” must appear at the top of the plate, and the word
 1243  “Native” must appear at the bottom of the plate. The plate must
 1244  contain a camouflage background including leaves, flowers, or
 1245  fronds of a minimum of 12 different Florida native plants.
 1246         (b)1. The department shall retain all annual use fees from
 1247  the sale of the plate until all startup costs for developing and
 1248  issuing the plate have been recovered.
 1249         2. Thereafter, the annual use fees from the sale of the
 1250  plate shall be distributed to the Florida Native Plant Society,
 1251  Inc., a Florida nonprofit corporation, which may use a maximum
 1252  of 10 percent of such fees for administrative costs and to
 1253  market and promote the plate. The balance of the fees shall be
 1254  used by the Florida Native Plant Society, Inc., to fulfill its
 1255  mission. A minimum of 25 percent is dedicated to maintaining,
 1256  improving, or restoring public native species and hunting and
 1257  fishing habitats. Twenty-five percent is dedicated to promote
 1258  the cultivation of Florida’s agricultural products through the
 1259  preservation of native noncrop plants in order to provide
 1260  habitats for pollinators and natural enemies to plant pests and
 1261  to provide pollen, nectar, and undisturbed habitats for bee
 1262  nesting throughout the growing season.
 1263         (115) AMERICAN FOUNDATION FOR SUICIDE PREVENTION LICENSE
 1264  PLATES.—
 1265         (a) The Department of Highway Safety and Motor Vehicles
 1266  shall develop an American Foundation for Suicide Prevention
 1267  license plate as provided in this section and s. 320.08053. The
 1268  plate must be designed to include the logo of the American
 1269  Foundation for Suicide Prevention in the center of the plate,
 1270  with the license plate number having three characters to the
 1271  left of the logo and three characters to the right of the logo.
 1272  The words “American Foundation for Suicide Prevention” must
 1273  appear at the bottom of the plate under the license plate number
 1274  and logo. The word “Florida” must appear at the top of the
 1275  plate. All words and numbers must be in white. The logo itself
 1276  must appear in blue and white. The background of the license
 1277  plate must be blue with thick broken portions of concentric
 1278  circles in pastel red, yellow, green, and blue colors spreading
 1279  out across the license plate.
 1280         (b) The department shall retain all annual use fees from
 1281  the sale of such plates until all startup costs for developing
 1282  and issuing the plates have been recovered. Thereafter, the
 1283  annual use fees from the sale of the plates must be distributed
 1284  to the Central Florida Chapter of the American Foundation for
 1285  Suicide Prevention, together with statistics on sales of the
 1286  license plates which are tabulated by county. The Central
 1287  Florida Chapter shall distribute the fees received among all of
 1288  the Florida chapters of the American Foundation for Suicide
 1289  Prevention, based upon the number of plates sold in counties
 1290  within their respective jurisdictions. Each chapter may use 10
 1291  percent of the fees distributed to it for administrative costs
 1292  and the marketing of the plate and must use the balance of the
 1293  fees distributed to it within its jurisdiction to prevent
 1294  suicide through awareness, research, and education, and to help
 1295  survivors heal with guidance and support.
 1296         (116) THANK A LINEMAN LICENSE PLATES.—
 1297         (a) The department shall develop a Thank a Lineman license
 1298  plate as provided in this section and s. 320.08053. The plate
 1299  must bear the colors and design approved by the department. The
 1300  word “Florida” must appear at the top of the plate, and the
 1301  words “Thank a Lineman” must appear at the bottom of the plate.
 1302         (b) The annual use fees from the sale of the plate shall be
 1303  distributed to the Lake-Sumter State College Foundation, Inc., a
 1304  nonprofit Florida corporation under s. 501(c)(3) of the Internal
 1305  Revenue Code, to fund scholarships for students of the
 1306  Electrical Distribution Technology Program at Lake-Sumter State
 1307  College. Up to 10 percent of the funds received by the Lake
 1308  Sumter State College Foundation, Inc., may be used for marketing
 1309  of the plate and costs directly associated with administration
 1310  of the foundation.
 1311         Section 8. Subsection (1) and paragraph (c) of subsection
 1312  (2) of section 320.08062, Florida Statutes, are amended to read:
 1313         320.08062 Audits and attestations required; annual use fees
 1314  of specialty license plates.—
 1315         (1)(a) All organizations that receive annual use fee
 1316  proceeds from the department are responsible for ensuring that
 1317  the organization meets all requirements of, and that proceeds
 1318  are used in accordance with, ss. 320.08056 and 320.08058.
 1319         (b) Any organization not subject to audit pursuant to s.
 1320  215.97 shall annually attest, under penalties of perjury, that
 1321  the organization meets all requirements of, and that such
 1322  proceeds were used in compliance with, ss. 320.08056 and
 1323  320.08058. The attestation shall be made annually in a form and
 1324  format determined by the department. In addition, the department
 1325  shall audit any such organization every 3 years to ensure that
 1326  proceeds have been used in compliance with ss. 320.08056 and
 1327  320.08058.
 1328         (c) Any organization subject to audit pursuant to s. 215.97
 1329  shall submit an audit report in accordance with rules
 1330  promulgated by the Auditor General. The organization shall
 1331  attest that it meets all requirements of ss. 320.08056 and
 1332  320.08058. The annual attestation shall be submitted to the
 1333  department for review within 9 months after the end of the
 1334  organization’s fiscal year.
 1335         (2)
 1336         (c) If the department or its designee determines that an
 1337  organization has not complied or has failed to meet the
 1338  requirements of or use the revenues in accordance with ss.
 1339  320.08056 and 320.08058, the department must discontinue the
 1340  distribution of the revenues to the organization. The department
 1341  shall notify the organization of its findings and direct the
 1342  organization to make the changes necessary in order to comply
 1343  with this chapter. If the officers of the organization sign an
 1344  affidavit under penalties of perjury stating that they
 1345  acknowledge the findings of the department and attest that they
 1346  have taken corrective action and that the organization will
 1347  submit to a followup review by the department, the department
 1348  may resume the distribution of revenues.
 1349         Section 9. Paragraph (b) of subsection (4) of section
 1350  320.08068, Florida Statutes, is amended to read:
 1351         320.08068 Motorcycle specialty license plates.—
 1352         (4) A license plate annual use fee of $20 shall be
 1353  collected for each motorcycle specialty license plate. Annual
 1354  use fees shall be distributed as follows:
 1355         (b) Twenty percent to Preserve Vision Prevent Blindness
 1356  Florida.
 1357         Section 10. Section 320.0875, Florida Statutes, is created
 1358  to read:
 1359         320.0875Purple Heart special motorcycle license plate.—
 1360         (1)Upon application to the department and payment of the
 1361  license tax for the motorcycle as provided in s. 320.08, a
 1362  resident of this state who owns or leases a motorcycle that is
 1363  not used for hire or commercial use shall be issued a Purple
 1364  Heart special motorcycle license plate if he or she provides
 1365  documentation acceptable to the department that he or she is a

 1367         (2)The Purple Heart special motorcycle license plate must
 1368  be stamped with the term “Combat-wounded Veteran” followed by
 1369  the serial number of the license plate. The Purple Heart special
 1370  motorcycle license plate may have the term “Purple Heart”
 1371  stamped on the plate and the likeness of the Purple Heart medal
 1372  appearing on the plate.
 1373         Section 11. Paragraph (a) of subsection (1) of section
 1374  320.089, Florida Statutes, is amended to read:
 1375         320.089 Veterans of the United States Armed Forces; members
 1376  of National Guard; survivors of Pearl Harbor; Purple Heart medal
 1377  recipients; Bronze Star recipients; active or retired United
 1378  States Armed Forces reservists; Combat Infantry Badge, Combat
 1379  Medical Badge, or Combat Action Badge recipients; Combat Action
 1380  Ribbon recipients; Air Force Combat Action Medal recipients;
 1381  Distinguished Flying Cross recipients; former prisoners of war;
 1382  Korean War Veterans; Vietnam War Veterans; Operation Desert
 1383  Shield Veterans; Operation Desert Storm Veterans; Operation
 1384  Enduring Freedom Veterans; Operation Iraqi Freedom Veterans;
 1385  Women Veterans; World War II Veterans; and Navy Submariners;
 1386  special license plates; fee.—
 1387         (1)(a) Each owner or lessee of an automobile or truck for
 1388  private use or recreational vehicle as specified in s.
 1389  320.08(9)(c) or (d), which is not used for hire or commercial
 1390  use, who is a resident of the state and a veteran of the United
 1391  States Armed Forces, a Woman Veteran, a World War II Veteran, a
 1392  Navy Submariner, an active or retired member of the Florida
 1393  National Guard, a survivor of the attack on Pearl Harbor, a
 1394  recipient of the Purple Heart medal, a recipient of the Bronze
 1395  Star, an active or retired member of any branch of the United
 1396  States Armed Forces Reserve, or a recipient of the Combat
 1397  Infantry Badge, Combat Medical Badge, Combat Action Badge,
 1398  Combat Action Ribbon, Air Force Combat Action Medal, or
 1399  Distinguished Flying Cross, upon application to the department,
 1400  accompanied by proof of release or discharge from any branch of
 1401  the United States Armed Forces, proof of active membership or
 1402  retired status in the Florida National Guard, proof of
 1403  membership in the Pearl Harbor Survivors Association or proof of
 1404  active military duty in Pearl Harbor on December 7, 1941, proof
 1405  of being a Purple Heart medal recipient, proof of being a Bronze
 1406  Star recipient, proof of active or retired membership in any
 1407  branch of the United States Armed Forces Reserve, or proof of
 1408  membership in the Combat Infantrymen’s Association, Inc., proof
 1409  of being a recipient of the Combat Infantry Badge, Combat
 1410  Medical Badge, Combat Action Badge, Combat Action Ribbon, Air
 1411  Force Combat Action Medal, or Distinguished Flying Cross, and
 1412  upon payment of the license tax for the vehicle as provided in
 1413  s. 320.08, shall be issued a license plate as provided by s.
 1414  320.06 which, in lieu of the serial numbers prescribed by s.
 1415  320.06, is stamped with the words “Veteran,” “Woman Veteran,”
 1416  “WWII Veteran,” “Navy Submariner,” “National Guard,” “Pearl
 1417  Harbor Survivor,” “Combat-wounded veteran,” “Bronze Star,” “U.S.
 1418  Reserve,” “Combat Infantry Badge,” “Combat Medical Badge,”
 1419  “Combat Action Badge,” “Combat Action Ribbon,” “Air Force Combat
 1420  Action Medal,” or “Distinguished Flying Cross,” as appropriate,
 1421  and a likeness of the related campaign medal or badge, followed
 1422  by the serial number of the license plate. Additionally, the
 1423  Purple Heart plate may have the words “Purple Heart” stamped on
 1424  the plate and the likeness of the Purple Heart medal appearing
 1425  on the plate.
 1426         Section 12. By November 1, 2019, the annual use fees
 1427  withheld by the Department of Highway Safety and Motor Vehicles
 1428  from the sale of the Live the Dream specialty license plate
 1429  shall be used first to satisfy all outstanding royalty payments
 1430  due to the Martin Luther King, Jr., Center for Nonviolent Social
 1431  Change, Inc., for the use of the image of Dr. Martin Luther
 1432  King, Jr. All remaining funds shall be distributed to the
 1433  subrecipients on a pro rata basis according to the percentages
 1434  specified in s. 320.08058(47), Florida Statutes.
 1435         Section 13. Except as otherwise expressly provided in this
 1436  act, this act shall take effect October 1, 2019, but only if SB
 1437  1106 or similar legislation takes effect, if such legislation is
 1438  adopted in the same legislative session or an extension thereof
 1439  and becomes a law.
