       The Committee on Rules (Albritton) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 96 - 108
    4  and insert:
    5         (1)A local government may not require a notice, an
    6  application, an approval, a permit, a fee, or mitigation for the
    7  pruning, trimming, or removal of a tree on residential property
    8  if the property owner obtains documentation from an arborist
    9  certified by the International Society of Arboriculture or a
   10  landscape architect licensed in this state which demonstrates
   11  that the tree presents a danger to a person or property, is
   12  entangled with an electric line, or is intruding into the
   13  clearance distance specified in s. 163.3209.

   18  and insert:
   19         163.3214, F.S.; prohibiting a local government from
   20         requiring a notice, an application, an approval, a

   22         may take certain actions regarding trees on
   23         residential property, under certain circumstances;
