       The Committee on Banking and Insurance (Flores) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 71 - 74
    4  and insert:
    5  there is not a reasonable degree of competition and where 25
    6  percent or more of the county land is designated as an area of
    7  critical state concern under s. 380.05, excluding coverage
    8  changes and surcharges. This sub-subparagraph expires January 1,
    9  2022.
