       The Committee on Appropriations (Gibson) recommended the
       following:
       
    1         Senate Amendment to Amendment (858228) (with title
    2  amendment)

    4         Delete line 334
    5  and insert:
    6         (13) OPPORTUNITY TO OPT OUT.—A pregnant woman, a parent on
    7  behalf of a minor under 18 years of age, a senior citizen age 65
    8  or older, or a person who is immunocompromised must be verbally
    9  notified if he or she is to receive prescription drugs through
   10  the program and must be provided an opportunity to opt out of
   11  the program without financial penalty.
   12         (14) RULEMAKING.—The agency shall adopt rules necessary to
   13

   17  and insert:
