       The Committee on Rules (Rodriguez) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 185 - 199
    4  and insert:
    5         (5)A state entity, local governmental entity, or law
    6  enforcement agency implementing this chapter has an affirmative
    7  duty to inquire whether or not a person is a victim of or a
    8  witness to a criminal offense, and if so, the victim or the
    9  witness may not be subject to the chapter.
