    4         Between lines 411 and 412
    5  insert:
    6         Section 4. Every employee of a law enforcement agency, a
    7  local governmental entity, or a state entity must successfully
    8  complete 8 hours of a nationally recognized and accredited
    9  training program on implicit bias.
