       The Committee on Community Affairs (Gruters) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 207 and 208
    4  insert:
    5         (c) This subsection does not affect an ordinance,
    6  resolution, or regulation enacted on or before January 1, 2019,
    7  by a charter county with a population exceeding 1.3 million
    8  according to the most recent decennial census which imposes a
    9  charge, cost, expense, fine, fee, or penalty on a registered
   10  owner or other legally authorized person in control of a vehicle
   11  or vessel, or the lienholder of a vehicle or vessel, when the
   12  vehicle or vessel is towed by an authorized wrecker operator
   13  under this chapter.
