       The Committee on Community Affairs (Gruters) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 593 and 594
    4  insert:
    5         (6) COUNTY ORDINANCES NOT AFFECTED.—This section does not
    6  affect an ordinance, resolution, or regulation enacted on or
    7  before January 1, 2019, by a charter county with a population
    8  exceeding 1.3 million according to the most recent decennial
    9  census which relates to the towing, immobilization, removal, or
   10  storage of vehicles or vessels, including any amendment or
   11  revision made to such ordinance, resolution, or regulation after
   12  July 1, 2019.

   17  and insert:
