       Senator Bradley moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 54 - 88
    4  and insert:
    5         Section 1. Subsection (3) is added to section 24.107,
    6  Florida Statutes, to read:
    7         24.107 Advertising and promotion of lottery games.—
    8         (3) Beginning January 1, 2020, every advertisement or
    9  promotion of lottery games under this chapter shall include a
   10  warning that meets all of the following requirements:
   11         (a) If on television, on the Internet, or in any other
   12  electronic medium, appear in black font on a white background
   13  and occupy at least 10 percent of the surface area of the
   14  advertisement or promotion.
   15         (b) If in print, including in a newspaper, in a magazine,
   16  or on a billboard, appear in prominent text and occupy at least
   17  10 percent of the surface area of the advertisement or
   18  promotion.
   19         (c) If on radio, be audibly announced at the conclusion of
   20  the advertisement or promotion.
   21         (d) Contain one of the following messages, with each
   22  message appearing in an equal number of advertisements and
   23  promotions:
   24         1. “WARNING: LOTTERY GAMES MAY BE ADDICTIVE.”; or
   25         2. “PLAY RESPONSIBLY.”
   26         Section 2. Subsection (8) is added to section 24.111,
   27  Florida Statutes, to read:
   28         24.111 Vendors; disclosure and contract requirements.—
   29         (8) Beginning January 1, 2020, all contracts subject to
   30  this section shall contain a provision that requires the vendor
   31  to place or print a warning on every lottery ticket sold under
   32  this chapter. The required warning must meet all of the
   33  following requirements:
   34         (a) Appear in prominent text on the front side of each
   35  lottery ticket.
   36         (b) Occupy at least 10 percent of the total face of the
   37  lottery ticket.
   38         (c) Contain one of the following messages, with each
   39  message appearing on an equal number of lottery tickets:
   40         1. “WARNING: LOTTERY GAMES MAY BE ADDICTIVE.”; or
   41         2. “PLAY RESPONSIBLY.”
   42         (d) Appear on every lottery ticket printed on or after
   43  January 1, 2021, pursuant to this chapter.
