    2         An act relating to general savings provisions;
    3         creating s. 900.06, F.S.; providing for the
    4         retroactive application of amendments, reenactments,
    5         or repeals of criminal statutes, unless otherwise
    6         provided by law; providing an exception; providing
    7         applicability; providing an effective date.

    9  Be It Enacted by the Legislature of the State of Florida:
   10  
   11         Section 1. Section 900.06, Florida Statutes, is created to
   12  read:
   13         900.06 General savings provisions.—
   14         (1) An amendment, a reenactment, or a repeal of a criminal
   15  statute is retroactive, unless otherwise provided by law.
   16  However, an amendment, a reenactment, or a repeal may not be
   17  retroactively applied if prohibited by the State Constitution or
   18  the United States Constitution.
   19         (2) This section applies to any amendment, reenactment, or
   20  repeal of a criminal statute in effect before July 1, 2019,
   21  except that:
   22         (a) Chapter 2016-13, Laws of Florida, is not retroactive
   23  and applies prospectively after the effective date of that law.
   24         (b) Chapter 2017-1, Laws of Florida, is not retroactive and
   25  applies prospectively after the effective date of that law.
   26         Section 2. This act shall take effect July 1, 2019.
