The Committee on Appropriations (Lee) recommended the following:

5 insert:
6 Section 21. Subsection (1) of section 1013.385, Florida
7 Statutes, is amended to read:
8 1013.385 School district construction flexibility.—
9 (1) A district school board may, with a majority
10 supermajority vote at a public meeting that begins no earlier
11 than 5 p.m., adopt a resolution to implement one or more of the
12 exceptions to the educational facilities construction
13 requirements provided in this section. Before voting on the
14 resolution, a district school board must conduct a cost-benefit
15 analysis prepared according to a professionally accepted
16 methodology that describes how each exception selected by the
17 district school board achieves cost savings, improves the
18 efficient use of school district resources, and impacts the
19 life-cycle costs and life span for each educational facility to
20 be constructed, as applicable, and demonstrates that
21 implementation of the exception will not compromise student
22 safety or the quality of student instruction. The district
23 school board must conduct at least one public workshop to
24 discuss and receive public comment on the proposed resolution
25 and cost-benefit analysis, which must begin no earlier than 5
26 p.m. and may occur at the same meeting at which the resolution
27 will be voted upon.

32 insert:
33 amending s. 1013.385, F.S.; revising voting
34 requirements for adoption by a district school board
35 of a resolution to implement exceptions to the
36 educational facilities construction requirements;
37 deleting actions required of district school boards
38 before voting may take place;
