       Senator Albritton moved the following:
       
    1         Senate Substitute for Amendment (509456) (with title
    2  amendment)
    3  
    4         Between lines 305 and 306
    5  insert:
    6         Section 4. (1)By no later than January 1, 2020, the
    7  Department of Transportation shall develop a permitting program
    8  that, notwithstanding any other provision of law except
    9  conflicting federal law, prescribes the operation of any
   10  combination of truck tractor, semitrailer, and trailer
   11  combination coupled together so as to operate as a single unit
   12  in which the semitrailer and the trailer unit may each be up to
   13  48 feet in length, but not less than 28 feet in length, if such
   14  truck tractor, semitrailer, trailer combination is:
   15         (a)Being used for the primary purpose of transporting farm
   16  products as defined in s. 823.14(3)(c) on a prescribed route
   17  within the boundary of the Everglades Agricultural Area as
   18  described in s. 373.4592(15);
   19         (b)Travelling on a prescribed route that has been
   20  submitted to and approved by the Department of Transportation
   21  for public safety purposes having taken into account, at a
   22  minimum, the point of origin, destination, traffic and
   23  pedestrian volume on the route, turning radius at intersections
   24  along the route, and potential for damage to roadways or bridges
   25  on the route;
   26         (c)Operating only on state or local roadways within a
   27  radius of 60 miles from where such truck tractor, semitrailer,
   28  and trailer combination was loaded, however, travel is not
   29  authorized on the Interstate Highway System; and
   30         (d)Meeting the following weight limitations:
   31         1.The maximum gross weight of the truck tractor and the
   32  first trailer shall not exceed 88,000 pounds.
   33         2.The maximum gross weight of the dolly and second trailer
   34  shall not exceed the lesser of 67,000 pounds.
   35         3.The maximum overall gross weight of the truck tractor
   36  semitrailer-trailer combination shall not exceed 155,000 pounds.
   37         (2)The permitting program established pursuant to
   38  subsection (1) above shall automatically expire on January 1,
   39  2025, unless reauthorized by the legislature.

   46         the Department of Transportation to develop, by a

   50         so as to operate as a single unit, subject to certain
   51         requirements; providing that the permitting program
   52         expires in five years unless reauthorized by the
   53         legislature; providing
