       Appropriations Subcommittee on Transportation, Tourism, and
       Economic Development (Perry) recommended the following:
       
       
    1         Senate Amendment (with title amendment)

    4         Delete lines 26 - 50
    5  and insert:
    6         (1)(a)Before the installation of a pedestrian crosswalk on
    7  a public highway, street, or road which is located at any point
    8  other than at an intersection with another public highway,
    9  street, or road, a traffic engineering study must be conducted
   10  by a Florida licensed professional engineer which recommends the
   11  installation of such crosswalk.
   12         (b)Notwithstanding any law to the contrary:
   13         1. A pedestrian crosswalk on a public highway, street, or
   14  road that has a posted speed limit of more than 20 miles per
   15  hour which is located at any point other than at an intersection
   16  with another public highway, street, or road must conform to the
   17  requirements of Chapters 4D and 4E of the most recent Manual on
   18  Uniform Traffic Control Devices and other applicable Department
   19  of Transportation standards, manuals, and specifications, and
   20  must include a pedestrian-facing sign containing language
   21  stating duties applicable to a pedestrian, as provided in this
   22  chapter.
   23         2.A pedestrian crosswalk on a public highway, street, or
   24  road that has a posted speed limit of less than 20 miles per
   25  hour which is located at any point other than at an intersection
   26  with another public highway, street, or road must include a
   27  pedestrian-facing sign containing language stating duties
   28  applicable to a pedestrian, as provided in this chapter.
   29         (c)Traffic control signal devices and pedestrian control
   30  signals at crosswalk locations described in subparagraph (b)1.
   31  must be coordinated with traffic control signal devices at
   32  intersections adjacent to the crosswalk, and such traffic
   33  control signal devices at intersections adjacent to the
   34  crosswalk must be taken into consideration as provided in the
   35  most recent Manual on Uniform Traffic Control Devices and other
   36  applicable Department of Transportation specifications.
   37         (2) By October 1, 2026, the entity with jurisdiction over a
   38  public highway, street, or road with a crosswalk described in
   39  subsection (1) which was in existence on July 1, 2020, shall
   40  ensure that such crosswalk conforms to the requirements
   41  specified under subsection (1). The entity with jurisdiction may

   47         creating s. 316.0756, F.S.; requiring a certain
   48         engineering study to be conducted which recommends a
   49         specified pedestrian crosswalk installation before
   50         such installation occurs; requiring a pedestrian
   51         crosswalk on a public highway, street, or road which
   52         is located at any point other than at an intersection
   53         with another public highway, street, or road to
   54         conform to specified requirements; requiring that
   55         traffic control signal devices at adjacent
   56         intersections be taken into consideration; requiring,
   57         by a specified date, the entity with jurisdiction over
   58         a public highway, street, or road with a certain
   59         pedestrian crosswalk to ensure that the crosswalk
   60         conforms to specified requirements; authorizing such
   61         entity to
