The Committee on Governmental Oversight and Accountability
(Stargel) recommended the following:

5 and text messaging. Electronic mail and cellular
6 telephones, rather than traditional postal mail, are
7 increasingly used as a means for communicating and conducting
8 business, including official state and local business.
9 Electronic mail addresses and cellular telephone numbers are
10 unique to the individual and, when combined with other personal
11 identifying information, can be used for identity theft,
12 taxpayer scams, and other invasive contacts. The public
13 availability of personal electronic mail addresses and cellular
14 telephone numbers invites and exacerbates thriving and well
15 documented criminal activities and puts citizens at increased
16 risk of harm. Such harm will be significantly curtailed by
17 allowing the DHSMV and tax collectors to preserve the
18 confidentiality of taxpayer e-mail addresses. Therefore, the
