       The Committee on Community Affairs (Flores) recommended the
       following:
       
    1         Senate Amendment to Amendment (349612) 
    2  
    3         Between lines 97 and 98
    4  insert:
    5  In making purchases or conducting a competitive solicitation
    6  pursuant to this section, a commercial service airport is
    7  authorized to enact or adopt criteria, standards, preferences,
    8  or policies for the promotion of small or locally owned
    9  businesses, or otherwise apply such criteria, standards,
   10  preferences, or policies otherwise generally applicable to
   11  competitive solicitations of the political subdivision owning
   12  and operating such commercial service airport, and may impose
   13  contract provisions necessary to address local economic
   14  conditions or local regulatory requirements.
