Senator Bracy moved the following:

4 insert:
5 Section 2. The Commissioner of Education’s African American
6 History Task Force is directed to examine ways in which the
7 history of the 1920 Ocoee Election Day Riots will be included in
8 instruction on African-American history required pursuant to s.
9 1003.42(2)(h), Florida Statutes. The task force shall submit its
10 recommendations to the Commissioner of Education and the State
11 Board of Education by March 1, 2021.
12 Section 3. The Secretary of State is directed to:
13 (1) In coordination with the Division of Cultural Affairs
14 of the Department of State, determine how the Museum of Florida
15 History and other state museums will promote the history of the
16 1920 Ocoee Election Day Riots through exhibits and educational
17 programs.
18 (2) Collaborate with the National Museum of African
19 American History and Culture of the Smithsonian Institution to
20 seek inclusion of the history of the 1920 Ocoee Election Day
21 Riots in the museum’s exhibits.
22 Section 4. The Secretary of Environmental Protection is
23 directed to determine which state park, or a portion of or a
24 facility therein, will be named in recognition of any victim of
25 the 1920 Ocoee Election Day Riots. The secretary may appoint a
26 committee to assess naming opportunities. If a change to state
27 law is required in order to change the designation of a state
28 park, or a portion of or a facility therein, the secretary shall
29 submit any such recommendation to the President of the Senate
30 and the Speaker of the House of Representatives.
31 Section 5. District school boards are encouraged to assess
32 opportunities for naming school facilities in recognition of
33 victims of the 1920 Ocoee Election Day Riots.

38 and insert:
39 An act relating to educational instruction of
40 historical events; amending s. 1003.42, F.S.;
41 including the study of a specified policy against
42 anti-Semitism in specified instruction; requiring each
43 school district to annually certify and provide
44 evidence to the department that certain instructional
45 requirements have been met; authorizing the department
46 to work with a certain task force and other entities
47 for specified purposes; recognizing the second week in
48 November as Holocaust Education Week; directing the
49 Commissioner of Education’s African American History
50 Task Force to determine ways in which the 1920 Ocoee
51 Election Day Riots will be included in required
52 instruction on African-American history; requiring the
53 task force to submit recommendations to the
54 commissioner and the State Board of Education by a
55 specified date; directing the Secretary of State to
56 take certain action regarding the inclusion of the
57 history of the 1920 Ocoee Election Day Riots in museum
58 exhibits; directing the Secretary of Environmental
59 Protection to assess naming opportunities for state
60 parks, or a portion of a facility therein, in
61 recognizing victims of the 1920 Ocoee Election Day
62 Riots; authorizing the secretary to appoint a
63 committee to assist in assessing naming opportunities;
64 requiring the secretary to submit recommendations to
65 the Legislature under specified circumstances;
66 encouraging district school boards to assess naming
67 opportunities for naming school facilities in
68 recognition of victims of the 1920 Ocoee Election Day
69 Riots; providing an effective date.
