       The Committee on Appropriations (Flores) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 24 - 32
    4  and insert:
    5  458 or chapter 459 as determined by the department.
    6         2. Until a person’s driver license is next renewed, the
    7  person, or his or her parent or legal guardian, may have the
    8  capital letter “D” added to his or her license upon the
    9  surrender of his or her current license, payment of a $2 fee to
   10  be deposited into the Highway Safety Operating Trust Fund, and
   11  presentation of sufficient proof that the person has been
   12  diagnosed with a developmental disability by a physician
   13  licensed under chapter 458 or chapter 459 as determined by the
   14  department. If
