    2         An act relating to legislative employees; providing a
    3         one-time pay adjustment for certain legislative
    4         employees as of a specified date; providing an annual
    5         salary adjustment for such employees, contingent upon
    6         funding by the Legislature; providing applicability;
    7         providing an effective date.

    9  Be It Enacted by the Legislature of the State of Florida:
   10  
   11         Section 1. (1) Effective July 1, 2020, the Legislature
   12  shall appropriate funds to grant a one-time competitive pay
   13  adjustment of 10 percent to the base rate of pay on June 30,
   14  2020, for employees of the Senate, the House of Representatives,
   15  joint legislative offices, the Auditor General, the Commission
   16  on Ethics, and the Office of Public Counsel who are in the
   17  following job classifications established in the Joint Policies
   18  and Procedures of the Presiding Officers of the Legislature:
   19         (a) Accountant (class code 0014).
   20         (b) Administrative assistant (class code 0011).
   21         (c) Assistant secretary/clerk (class code 0040).
   22         (d) Attorney (class code 0025).
   23         (e) Budget chief (class code 0076).
   24         (f) Chief attorney (class code 0027).
   25         (g) Chief legislative analyst (class code 0030).
   26         (h) Clerk (class code 0001).
   27         (i) Clinic nurse (class code 0020).
   28         (j) Committee attorney (class code 0073).
   29         (k) Communications design and development manager (class

  102         (2) Contingent upon funding by the Legislature, on July 1
  103  of each year, beginning in 2021, employees in job
  104  classifications specified in subsection (1) are entitled to an
  105  adjustment to their base rate of pay as of the immediately
  106  preceding June 30 based on the Consumer Price Index for All
  107  Urban Consumers published by the United States Department of
  108  Labor. The adjustment must be made using the most recent month
  109  for which data are available at the time of the adjustment.
  110         (3) All eligible employees must receive the competitive pay
  111  adjustment and the annual adjustment as specified in this
  112  section, even if the implementation of such increases results in
  113  an employee’s salary exceeding the adjusted pay grade maximum.
  114  Salary increases provided under this section must be prorated
  115  based on the full-time equivalency of the employee’s position.
  116  Employees classified as OPS employees or members of the
  117  Legislature are not eligible for any pay increase authorized in
  118  this section.
  119         Section 2. This act shall take effect July 1, 2020.
